In September, IPCA-15 stays at 0.39% and IPCA-E, at 0.70%

The Extended National Consumer Price Index -15 (IPCA-15) changed 0.39% in September and stood 0.25 percentage points above the 0.14% rate registered in August. As a result, the IPCA-E (cumulative IPCA-15 over July, August and September) was at 0.70%, above the result of the same period in 2013 (0.50%). In the year, the IPCA-15 went up to 4.72%, above the 3.97% rate of the same period in 2013. Considering the last 12 months, the IPCA-15 was at 6.62%, above the rate seen in the previous 12 months (6.49%). In September of 2013, the rate was at 0.27%. The majority of the groups of products and services presented acceleration in the change rate between August and September, as the following table shows:

The prices of food products were up again and moved to 0.28%, after shrinking 0.32% in August. The high was caused mainly by meat, which became 2.30% more expensive from one month to the other, by food away from home, which increased 0.90%, as well as by long-life milk, with 1.47%.

The groups Food and Beverages (-0.32% to 0.28%), Wearing Apparel (-0.18% to 0.17%), Personal Expenses (-0.67% to 0.31%) and Communication (-0.84% to 0.56%) also posted increases in September whereas, in August, they had recorded change decreases. In the group Household Articles (0.41% to 0.43%) changes were close from one month to the other.

As to Personal Expenses (-0.67% to 0.31%), hotel daily rates were responsible for the group's drop in August, presenting a 23.54% reduction and, in September, becoming virtually stable, with -0.09%. Concerning domestic workers (0.78%), due to the unavailability of the date from the Monthly Unemployment Survey (PME) for Salvador and Porto Alegre with reference to May, June and July, these two regions had their calculation methodology adapted. The procedure consisted of using the last available information on earnings for the two regions, referring to April, in order to estimate the time series trend for September's earnings. Thus, instead of estimating two months ahead (current methodology), from April on, five months ahead were estimated. The other regions followed the regular procedure described in technical note 02/2007, that is, two months ahead based on July's earnings collected by PME.

The group Transportation (0.20% to 0.45%) also posted acceleration in the growth rate between August and September. This was the leading groups in terms of impact: airfares, with 0.07 percentage points due to the 17.58% rise.

On the other hand, Housing (1.44% to 0.72%), Health and Personal Care (0.55% to 0.30%) and Education (0.42% to 0.20%) were below the previous month's results. In Housing, even though it was the highest figure in the month, several items decreased, such as electricity (4.25% to 1.52%), condominium fees (1.36% to 0.35%) and water and sewage (1.37% to -0.17%). It should be noted that in water and sewage, the 0.17% decrease was causes by the Metropolitan Area of São Paulo, whose bills were 2.52% cheaper, on average, taking into consideration the higher effect of the Water Consumption Reduction Incentive Program, which benefits with 30% discount users who reduce their monthly consumption by 20%. Concerning manpower for small repairs (1.05%), and the group Housing, due to the unavailability of the data from the Monthly Unemployment Survey (PME) for Salvador and Porto Alegre, with reference to May, June and July, the adopted procedure was the same as the one used for domestic workers in these two regions.

Among the indexes by area, the highest one was seen in Belém (1.10%), because of the high in electricity (23.55%), due to the price reset of 34.41% in force since August 7. The lowest index came from Goiânia (0.05%).

In order to estimate IPCA-15, the prices collected from August 14 to September 12 (reference) were compared with the ones in force from July 15 to August 13 (base). The indicator refers to families with monthly income of 1 to 40 minimum wages and it encompasses the Metropolitan Areas of Rio de Janeiro, Porto Alegre, Belo Horizonte, Recife, São Paulo, Belém, Fortaleza, Salvador, Curitiba, and also Brasília and Goiânia. The methodology is the same as the one used for IPCA; the difference lies in the period of price collection and in the geographic coverage.
