National Index of Civil Construction changes 0.59% in June

The National Index of Civil Construction (Sinapi), estimated by IBGE in partnership with CAIXA, recorded a change of 0.59% in June, below 0.47 percentage points the May´s rate (1.06%). The cumulative rate between January and June was 3.68%, against 4.10% in the same period of 2013. These cumulative figures took into account the exemption of the payroll of civil construction companies, established by Law no. 12,844, in force since July 19, 2013. In June 2013, the index stayed at 7.80%. The exemption of the payroll of civil construction companies was not applied that month, as it was in force between April 1st and June 3, 2013 an from July 19, 2013 onwards, according to Law no. 12,844.

The cumulative index in the last 12 months stayed at 0.11%. Disregarding the exemption of the payroll, the cumulative index in the year stood at 3.71% and, in the last 12 months, at 7.05%. At the end of this release, table 2 brings the data disregarding the exemption of the payroll.

The national cost of construction per square meter, which in May closed at R$ 886.51, changed to R$ 891.73 in June, being R$ 489.58 relative to materials and R$ 402.15 to labor force. Disregarding the exemption of the payroll, the national cost of construction per square meter closed at R$ 953.56 in June, being R$ 489.79 relative to materials and R$ 463.77 to labor force.

The materials portion changed 0.36%, rising 0.29 percentage points over the preceding month (0.07%), whereas labor force changed 0.87%, dropping 1.43 percentage points in relation to May (2.30%). The cumulative indexes in the first six months of the year were 3.27% (materials) and 4.18% (labor force), while the cumulative indexes in 12 months were 6.22% (materials) and -6.45% (labor force). Likewise, these figures took into account the exemption of the payroll. Disregarding the exemption of the payroll, the cumulative indexes in 12 months were: 6.27% (materials) and 7.89% (labor force).

South Region registers the highest change in June

Having changed 2.99% in Santa Catarina, the South Region recorded the highest monthly change in June (0.92%). The other figures were: 0.36% (North), 0.23% (Northeast), 0.75% (Southeast) and 0.83% (Central-West).

The regional costs, per square meter, were:  R$ 894.95 (North); R$ 831.63 (Northeast), R$ 940.03 (Southeast), R$ 896.00 (South) and R$ 888.88 (Central-West).

Espírito Santo records the highest increase

Four states posted significant increases due to the pressure exerted by salary adjustments as a result of collective work agreements. Espírito Santo registered the highest monthly change: 3.82%. The other states were: Mato Grosso do Sul (3.59%), Tocantins (3.23%), and Santa Catarina (2.99%).

These results are monthly estimated by IBGE through a partnership with CAIXA – Caixa Econômica Federal, based on SINAPI – National System of Survey of Costs and Indexes of Civil Construction. SINAPI, created in 1969, has the purpose of producing information on costs and indexes in a systematic way and with a national coverage, in order to elaborate and evaluate budgets as well as monitor costs.
