National Index of Civil Construction changes by 0.44% in February

The National Index of Civil Construction (Sinapi), estimated by IBGE in partnership with CAIXA, posted a change of 0,44% in February, very close to January's rate in 2014 (0.45%). The result of the last twelve months was 0.51%, below the 0.79% recorded in the previous twelve months. In February 2013, the rate was 0.73%. These cumulative results reflect the exemption in the payroll of the enterprises of the civil construction sector, according to law no 12.844, enacted on July 19, 2013. When the exemption is not taken into account, the cumulative index in the last 12 months stands at 7.41%. The national cost of construction per square meter, which in January was R$ 864.01, changed to R$ 867.83, in February, R$ 480.39 relative to materials and R$ 387.44 to labor force. When the exemption is not considered, the national cost of construction per square meter closes, in February, at R$ 927.42, out of which R$ 480.39 are relative to materials and R$ 446.48, to labor force.

Labor force presented a change of 0.11%, 0.15 percentage points below last month's rate (0.26%). Conversely, the share of materials recorded a difference of 0.10 percentage points, coming from 0.61% in January to 0.71% in February 2014.

The cumulative indexes in twelve months were: 5.21% (materials) and -4.78% (labor force). These results reflect the exemption in the payroll. When the exemption is not taken into account, the cumulative indexes in the last 12 months were: 5.34% (materials) and 9.73% (labor force).

North Region records the highest monthly change: 0.85%

The North Region, with a rate of 0.85%, posted the biggest change by area in February. The other regions presented the following results: 0.36% (Northeast), 0.51% (Southeast), 0.22% (South), and 0.31% (Central-West).

The costs by area, per square meter, were: R$ 884.77 (North), R$ 813.53 (Northeast), R$ 903.72 (Southeast), R$ 878.74 (South) and R$ 873.79 (Central-West).

As to the cumulative index over the last twelve months, the South Region presented the highest change, 0.69%, whereas the Southeast Region stood with the lowest rate, 0.32%.

Rondônia boosts: 3.05%

Due to the pressure coming from the salary rise based on a collective work agreement, Rondônia registered the highest monthly change: 3.05%.

 

These results are monthly estimated by IBGE in partnership with CAIXA – Caixa Econômica Federal, based on SINAPI – National System of Costs Survey and Indexes of Construction. SINAPI, created in 1969, has the purpose of producing information on costs and indexes in a systematic way and with a national coverage, in order to elaborate and evaluate budgets as well as monitor costs. In 2002, the National Congress approved, by means of the Budgetary Directive Law (LDO), the adoption of SINAPI as a reference for the definition of costs in public constructions.< DIV>
