In December, the industrial employment changed -0.3% and closed 2013, accumulating a decline of -1.1%

In December 2013, the salaried employed persons of the industry changed –0.3% against November, in the seasonally adjusted series, after also recording a negative rate of (–0.1%) in November. For this same indicator, the cumulative index of the year fell -1.1%. The cumulative number of hours paid shrank –1.3%.  As to the value of the real payroll, the cumulative index in 2013 advanced 1.2%.

The quarterly moving average of the employed persons also recorded a negative change of 0.1% in the quarter ended in December and kept the upward trend started last April. Considering the seasonally adjusted series, in the quarter over quarter comparison, the industrial employment fell 0.5% in the period from October to December 2013. It was the fourth consecutive negative rate in this comparison, but with a less intense pace of decline than the one seen in the third quarter of the year (-1.0%). 

In the comparison with the same periods a year ago, industrial employment declined 1.7% both in the monthly index of December 2013 - the 27th consecutive negative result in this kind of comparison and the most intense since September 2012 (-1.9%), and in the fourth quarter of 2013. In the cumulative indicator over the twelve months of 2013, the employed persons in the industry declined -1.1%, a slightly lower drop than the one seen in the end of 2012 (-1.4%). The annualized rate, cumulative index over the last twelve months, reducing 1.1% in December 2013, repeated the result of November and registered a slightly higher loss than the ones of August, September and October (all of them -1.0%).

Comparing with the same month last year, the industrial employment receded 1.7% in December 2013, with the contingent of workers recording reduction in 12 of the 14 places surveyed. The main negative impacts on the overall average were seen in São Paulo (-2.4%) and in the Northeast Region (-3.1%), pushed to a great extent by the reduction of the employed persons in the industry of fabricated metal products (-14.7%), machinery and equipment (-6.2%), other products of the manufacturing industry (-9.7%), means of  transportation (-2.9%) and textiles (-3.9%), in the first area; and of food and beverages (-4.2%), footwear and leather (-4.1%), oil refining and ethanol production (-11.4%), textiles (-5.5%) and wearing apparel (-2.6%), in the second. It is also worth mentioning the results registered by Rio Grande do Sul (-1.9%), Paraná (-2.0%), Minas Gerais (-1.5%), Bahia (-4.0%) and Pernambuco (-4.1%), with the first place mainly influenced by the drops in the sector of (-11.6%), communication and electric-electronic machinery and apparatuses (-11.0%), fabricated metal products (-4.1%) and basic metals (-10.5%); the second one pushed especially by communication and electric-electronic machinery and apparatuses (-29.9%), other products of the manufacturing industry (-5.5%), wearing apparel (-4.5%) and wood products (-4.9%); the third one due to the losses in communication and electric-electronic machinery and apparatuses (-6.6%), footwear and leather (-8.2%), fabricated metal products (-2.8%), wearing apparel (-4.0%) and textiles (-5.3%); the fourth one because of the downfall in footwear and leather (-14.3%), machinery and equipment (-19.4%), non-metallic mineral products (-6.8%) and wearing apparel (-6.8%); and the last place recorded drops in food and beverages (-6.4%), rubber and plastic (-14.7%), other products of the manufacturing industry (-15.0%) and non-metallic mineral products (-5.7%). On the other hand, the North and Central-West Regions (1.6%) and Santa Catarina (0.4%) contributed positively to the industrial employment in December, leveraged, to a great extent, by the sectors of food and beverages (3.2%) and of communication and electric-electronic machinery and apparatuses (6.9%), in the first area; and of rubber and plastic (8.8%), food and beverages (2.8%) and wood products (6.5%), in the second.

By sector, concerning the monthly index of December 2013, the total of salaried employed persons decreased in 14 of the 18 sectors surveyed, with a highlight to the negative pressures coming from fabricated metal products (-6.7%), communication and electric-electronic machinery and apparatuses (-5.2%), machinery and equipment (-3.4%), other products of the manufacturing industry (-5.0%), footwear and leather (-4.8%), and wearing apparel (-2.3%). On the other hand, the main positive impacts on the industry average were seen in the sectors of food and beverages (0.7%) and rubber and plastic (2.2%).

In the quarterly analysis, the industrial employment, shrinking 1.7% in the third quarter of 2013, registered the ninth consecutive quarter of negative results, increasing the pace of decline over the third quarter of the year (-1.2%) - all comparisons against the same period last year. Between these two periods, eleven of the eighteen sectors and nine of the fourteen surveyed places shrank, with a highlight to fabricated metal products, which moved from -4.4% in the July-September period to -6.3% in the next quarter, followed by means of transportation (1.3% to 0.2%), machinery and equipment (-2.5% to -3.5%) and rubber and plastic (3.8% to 2.4%), among the activities, and São Paulo (-0.7% to -2.2%), Santa Catarina (1.1% to 0.3%), Paraná (-0.6% to -1.2%), Rio de Janeiro (-0.7% to -1.1%) and Rio Grande de Sul (-1.8% to -2.1%), among the places.

In the cumulative index of 2013, the industrial employment fell -1.1%, with drops in 11 places of the 14 investigated places and in 11 of the 18 surveyed sectors. The Northeast Region (-4.5%) marked the main negative impact, followed by the São Paulo (-0.9%), Rio Grande do Sul (-2,2%), Pernambuco
(-6.4%) and
Bahia (-5.6%). On the other hand, Santa Catarina (0.9%) exerted the most important positive pressure.

Among the sectors, in the cumulative index of 2013, the most relevant negative contributions came from footwear and leather (-5.3%), other products of the manufacturing industry (-4.1%), machinery and equipment (-2.3%), wearing apparel (-2.7%), textiles (-3.6%), fabricated metal products (-2.5%) and communication and electric-electronic machinery and apparatuses (-2.8%). The main relevant positive contributions came from food and beverages (1.2%) and rubber and plastic (3.0%).

NUMBER OF HOURS PAID

In December of 2013, the number of hours paid to industry workers, discounted the seasonal influences, remained unchanged (0.0%) against the preceding month, after advancing 0.3% in October and shrinking 0.4% in November. With these results, the quarterly moving average became also stable (0.0%) in the quarter closed at December over the previous month's level, interrupting a sequence of five negative results in this type of indicator - a period when it accumulated a 2.2% loss. Still in the adjusted series, quarter over quarter, the number of hours paid by the industry fell 0.6% in the fourth quarter of 2013 and reduced the pace of decline over the July-September period (-1.6%)

In the comparison with the same periods a year ago, the number of hours paid reduced 2.1%, both in the monthly index of December 2013 (seventh consecutive negative rate in this type of comparison) and in the fourth quarter of the year.

In the cumulative rate of 2013, the number of hours paid recorded a decrease of 1.3%, less intense than the one seen in the end of 2012 (-1.9%) - both comparisons made against the same period in the previous year. The annualized rate (index accumulated in the last 12 months), recording a retraction of 1.3% in December 2013, kept the downward trend started last September (-1.0%) and recorded the sharpest decrease since June 2013 (-1.4%).

In December 2013, the number of hours paid fell 2.1% in relation to the same month a year ago, with negative rates in ten of the 14 places and in 15 of the 18 sectors surveyed. Among the sectors, the main negative influences came from fabricated metal products (-6.3%), communication and electric-electronic machinery and apparatuses (-6.0%), machinery and equipment (-4.1%), footwear and leather (-5.1%), food and beverages (-1.0%), other products of the manufacturing industry (-3.6%) and wearing apparel (-2.5%). Conversely, the most relevant positive contribution this month came from rubber and plastic (2.1%).

Among the places, as compared to the same month a year ago, São Paulo (-3.6%) posted the main negative influence on the country overall in December 2013, pushed to a great extent by the reduction in the number of hours paid in the sectors of machinery and equipment (-8.2%), fabricated metal products (-12.0%), food and beverages (-4.9%), means of transportation (-5.3%), other products of the manufacturing industry (-10.3%), communication and electric-electronic machinery and apparatuses (-4.4%) and textiles (-4.3%). It is also worth mentioning the negative impacts seen in: the Northeast Region (-2.9%), with a highlight to the drops seen in food and beverages (-3.9%), oil refining and ethanol production (-11.6%), footwear and leather (-2.6%), textiles (-5.5%) and rubber and plastic (-6.0%); in Paraná (-3.2%), attributable to a great extent to the drops in communication and electric-electronic machinery and apparatuses (-36.5%), wood products (-10.6%), other products of the manufacturing industry (-5.0%), means of transportation (-3.6%) and food and beverages (-1.0%); in Minas Gerais (-2.3%), mostly due to losses registered by food and beverages (-4.0%), wearing apparel (-11.4%), communication and electric-electronic machinery and apparatuses (-7.8%), fabricated metal products (-4.0%), textiles (-8.8%) and basic metals (-3.1%); in Rio Grande do Sul (-2.6%), especially because of drops in footwear and leather (-12.5%), basic metals (-15.4%), fabricated metal products (-4.4%), wearing apparel (-15.0%), machinery and equipment (-2.1%) and food and beverages (-1.2%); and in Pernambuco (-5.2%), pushed, to a great extent, by the reduction seen in food and beverages (-8.6%), rubber and plastic (-15.0%) and other products of the manufacturing industry (-17.7%). On the other hand, the North and Central-West Regions (2.7%) and Santa Catarina (1.4%) exerted the main positive impacts on the total number of hours paid this month, especially leveraged by the expansion seen in the sector of food and beverages (4.2%), communication and electric-electronic machinery and apparatuses (15.3%), non-metallic mineral products (7.1%) and oil refining and ethanol production (8.4%), in the first place; and of rubber and plastic (11.2%), food and beverages (3.3%), machinery and equipment (6.0%) and other products of the manufacturing industry (7.4%), in the last one.

In the quarterly base, the number of hours paid shrank 2.1% in the October-December period of 2013, the tenth negative rate in a row in this type of comparison, and intensified the pace of decline over the third quarter of the year (-1.2%) - all comparisons against the same period last year. The loss of dynamism in the total number of hours paid between the third and fourth quarters of 2013 occurred by 13 sectors and eight places. Among the activities, the biggest pace losses between the two periods were registered by food and beverages, which moved from 0.7% in the period of July-September 2013 to -0.4% in the last quarter of the year, means of transportation (1.7% to -0.9%), communication and electric-electronic machinery and apparatuses (-3.9% to -6.3%), machinery and equipment (-2.6% to -4.1%) and fabricated metal products (-4.6% to -6.3%), whereas, among the places, São Paulo (-0.7% to -2.9%), Paraná (-1.1% to -2.6%), Minas Gerais (-1.6% to -2.8%) and Rio Grande do Sul (-1.5% to -2.3%) were the ones with the greatest falls between the two periods.

In the cumulative index from January to December 2013, over the same period a year ago, there was a downfall of 1.3% in the number of hours paid, with 11 of the 18 sectors surveyed reporting negative rates. The most relevant negative impacts on the global average of the industry were seen in the segments of footwear and leather (-7.0%), machinery and equipment (-3.0%), other products of the manufacturing industry (-4.3%), textiles (-4.5%) fabricated metal products (-3.1%) and wearing apparel (-2.8%). Conversely, food and beverages (1.1%) and rubber and plastic (2.8%) exerted the most relevant positive contribution to the total number of hours paid.

By regions, in the cumulative index of the year, 11 of the 14 places surveyed recorded negative rates, with a highlight to the drop of 4.6% registered by the Northeast Region, followed by the losses in São Paulo (-0.9%), Rio Grande do Sul
(-2.6%), Pernambuco (-6.5), Bahia (-6.0%) and Minas Gerais (-1.1%). Conversely, Santa Catarina (0.9%), the North and Central-West Regions (0.5%) and
Rio de Janeiro (0.6%) registered the positive influences on the cumulative index over the 12 months of the year.

REAL PAYROLL

In December 2013, the value of the real payroll of the industrial workers (seasonally adjusted) posted a 0.7% drop compared with the preceding month, after a rise of 2.7% last November. It should be noted that this month there is negative influence coming both from mining and quarrying (-3.1%) and from manufacturing industry (-0.8%). The quarterly moving average index for the industry overall recorded a positive change of 0.4% between the quarters ended in November and December, but reduced the growth pace over the previous month's result (1.2%).  Considering the seasonally adjusted series, in the quarter over quarter comparison, the value of the real payroll of the industry posted expansion of 1.0% in the period from October to December 2013 and offset the 1.0% drop registered in the third quarter of the year.

In the comparison with the same periods a year ago, the value of the real payroll posted drops both in the monthly index of December 2013 (-2.9%), the second consecutive negative result in this kind of comparison, but less intense then the one seen in the previous on the (-3.6%), and in the fourth quarter of 2013 (-1.9%). The cumulative index of 2013 pointed out a growth of 1.2% against the same period a year ago. The annualized rate (cumulative index over the last 12 months), expanding 1.2% in December 2013, got quite below the results of September (3.8%), October (3.7%), and November (2.4%).

In the comparison with the same month of the previous year, the value of the real payroll shrank 2.9% in December, with drops in 12 of the 14 places surveyed. The main negative impact on the overall average was observed in São Paulo (-3.3%), pushed at a great extent by the negative rates recorded in 12 of the 18 sectors surveyed. The highlight was the drop in the value of the real payroll in means of transportation (-5.4%), non-metallic mineral products (- 14.4%), fabricated metal products (-8.8%), textiles (-13.9%), other products of the manufacturing industry (-12.3%), chemicals (-2.8%), basic metals (-7.7%), machinery and equipment (-1.6%) and food and beverages (-1.5%). It is also worth mentioning the negative results seen in Paraná (-7.6%), Rio Grande do Sul (-4.6%), Northeast Region (-3.4%) and Pernambuco (-9.1%). The first place was influenced to a great extent by the drops in the sector of food and beverages (-8.3%), communication and electric-electronic machinery and apparatuses (-21.3%), chemicals (-17.6%), other products of the manufacturing industry (-14.8%), machinery and equipment (-8.6%), fabricated metal products (-15.8%), paper and press (-9.5%), wearing apparel (-16.0%) and non-metallic mineral products (-18.5%); the second place was especially pushed by machinery and equipment (-8.0%), fabricated metal products (-8.5%), paper and press (-19.7%), rubber and plastic (-11.0%), basic metals (-14.7%), wearing apparel (-30.9%), wood products (-23.1%) communication and electric-electronic machinery and apparatuses (-9.5%); the third place was influenced by the losses in food and beverages (-10.4%), footwear and leather (-10.7%), mining and quarrying industries (-10.4%), machinery and equipment (-15.4%), communication and electric-electronic machinery and apparatuses (-16.7%) and oil refining and ethanol production (-7.8%); the fourth place had decreases due to the drops in food and beverages (-17.4%), communication and electric-electronic machinery and apparatuses (-27.3%) and rubber and plastic (-23.2%). Conversely, the main negative contribution came from the North and Central-West Regions (2.4%), with advances in the sectors of food and beverages (14.0%) and of communication and electric-electronic machinery and apparatuses (21.0%).

Among the sectors, in the monthly index of December 2013, the value of the real payroll decreased in 16 of the 18 surveyed places, with a highlight to fabricated metal products (-8.2%), basic metals (-7.1%), machinery and equipment (-2.7%), other products of the manufacturing industry (-8.0%), means of transportation (-1.7%), textiles (-8.4%), chemicals (-3.4%), communication and electric-electronic machinery and apparatuses (-4.0%) and food and beverages (-1.3%). On the other hand, the positive impacts were seen in rubber and plastic (2.3%),oil refining and ethanol production (1.0%).

In the quarterly analysis, the real payroll reduced 1.9% in the fourth quarter of 2013 and interrupted 15 quarters in a row of expansion in this type of comparison. The loss of pace seen between the third (2.0%) and the fourth quarter of the year (-1.9%) occurred in 16 of the 18 surveyed activities. The highlights were food and beverages, which moved from 5.0% to –0.8%, machinery and equipment (2.8% to – 2.4%), communication and electric-electronic machinery and apparatuses (3.5% to –4.5%) and fabricated metal products (0.0% to –7.2%). Among the investigated places, 12 out of 14 loss dynamism: Paraná, from 2.5% to -4.0%, Rio Grande do Sul (4.8% to -1.4%) and Santa Catarina ( 5.1% to -0.4%) stood out.

In the cumulative indicator of 2013, the value of the real payroll rose by 1.2%, with positive rates in ten of the 14 places surveyed.  The major positive contribution to the industry overall was exerted by São Paulo (1.0%), followed by the North and Central-West Regions (3.6%), Rio de Janeiro (2.6%), Rio Grande do Sul (2.1%), Santa Catarina (2.5%), Minas Gerais (1.2%) and Paraná (0.7%). Conversely, the negative impacts were caused by the Northeast Region (-1.4%), Pernambuco (-4.2%), Bahia (-1.4%) and Espírito Santo (-1.1%).

Among the sectors, the cumulative index of the year, the value of the real payroll in 11 of 18 activities surveyed, pushed, principally, by the gains in food and beverages (3.1%), mining and quarrying (4.9%), chemicals (3.7%), rubber and plastic (4.1%), communication and electric-electronic machinery and apparatuses (2.1%), machinery and equipment (0.7%), non-metallic mineral products (1.5%) and means of transportation (0.4%). On the other hand, the sectors of basic metals (-1.5%), textiles (-2.2%), basic metals (-1.2%) exerted the major negative influences on the national overall.
