National Index of Civil Construction records change of 0.8% in December and cumulative increase of 0.52% in 2013

The National Index of Civil Construction (Sinapi), calculated by IBGE in partnership with CAIXA, changed 0.88% in December, with acceleration of 0.46 percentage points over the November index (0.42%). As a result, 2013 closed at 0.52%. The cumulative results consider the exemption of payroll of civil construction companies established by Law 12,844, in force since July 19, 2013.

Materials, with change of 0.55%, decelerated 0.14 percentage points in comparison with the previous month (0.69%). Labor force recorded 1.28%, with increase of 1.20 percentage points compared to the November figure (0.08%). The national cost by square meter changed from R$ 852.62 (November) to R$ 860.10 (December), being R$ 474.10 relative to material and R$ 386.00 to labor force.

Results of 2013 point to a 4.48% change for material. The cumulative figure relative to labor force costs, considering the exemption of payroll of companies in the civil construction sector established by Law 12,844 of July 19, 2013, recorded decrease of -3.94%. Costs relative to materials reached R$ 474.10 by square meter in December 2013. Those relative to labor force, due to the exemption of payroll, recorded R$ 386.00 in December 2013. 

These results show that construction costs, from the second semester on, were influenced by labor force, if one considers the exemption of payroll of civil construction companies. 

Southeast  Region closes 2013 with the highest cumulative result

In December, the Southeast Region presented the biggest acceleration in cost (1.20%) and the highest cumulative result (0.97%). The other changes were: -0.23% (North); 0.08% (Northeast); 0.71% (South) and 0.49% (Central West).  As for construction costs, the Major Regions presented the following figures by square meter: R$ 871.08 (North); R$ 806.33 (Northeast); R$ 895.16 (Southeast); R$ 873.81 (South) and r$ 869.57 (Central West). 

Due to the pressure exerted by salary rises resulting from collective agreement, Piauí, among the states, recorded the highest monthly rate, 4.83%. Pernambuco and Minas Gerais, also because of collective agreements, had the second and third highest rates in the month, 4.07% and 3.49%, respectively.
