National Index of Civil Construction changes 0.44% in October

The National Index of Civil Construction (Sinapi), estimated by IBGE in partnership with CAIXA, recorded a change of 0.44% in October, standing 0.10 percentage points below the September´s rate (0.54%). Considering the period from January to October, the cumulative change stayed at -0.77%, whereas the cumulative rate in the same period of 2012 stayed at 4.99%. The result of the last twelve months was -0.12%, above the rate of -0.22% recorded in the immediately previous twelve months. The index registered in October 2012 was 0.34%. These figures take into account the exemption of the payroll of civil construction companies established by Law no. 12,844, in force since July 19, 2013. The national cost of construction, per square meter, which in September closed at R$ 845.31, changed to R$ 849.07, in October. Out of that result, R$ 468.27 are relative to materials and R$ 380.80 to labor force.

The share relative to labor force registered a change of 0.33%, 0.15 percentage points lower than that of September (0.48%). Conversely, the share of materials recorded a difference of 0.05 percentage points, coming from 0.59% in September to 0.54% in October.

From January to October, the cumulative indexes are at 3.19% (materials) and -5.24% (labor force), whereas the index for the twelve months stayed at 3.78% (materials) and -4.53% (labor force). These results take into account the tax exemption in the payroll .

Central-West Region records the highest monthly change: 1.54%

The Central-West Region, with a high of 1.54%, recorded the highest regional change in October. The other Regions registered the following results:  0.92% (North), 0.54% (Northeast), 0.09% (Southeast) and 0.17% (South).

The regional costs, per square meter, were:  R$ 864.77 (North); R$ 791.40 (Northeast); R$ 880.88 (Southeast); R$ 872.40 (South) and R$ 867.30 (Central-West).

As for the cumulative indexes, the Northeast Region presented the lowest change in the year, -1.77%, besides recording the lowest rate over the last twelve months, -0.60%. On the other hand, the South Region stood out with the highest change in the year, 0.55%, as well as the highest change in the last 12 months, 0.95%.

Mato Grosso records the highest increase: 4.72%

Due to the pressure from salary increases following a collective work agreement, Mato Grosso registered the highest monthly rate:  4.72%.

These results are monthly estimated by IBGE through a partnership with CAIXA – Caixa Econômica Federal, based on SINAPI – National System of Survey of Costs and Indexes of Civil Construction. SINAPI, created in 1969, has the purpose of producing information on costs and indexes in a systematic way and with a national coverage, in order to elaborate and evaluate budgets as well as monitor costs.  In 2002, the National Congress approved, by means of the Budgetary Directive Law (LDO), the adoption of SINAPI as a reference for the definition of costs in public constructions.
