IPCA-15 of September stays at 0.27% and IPCA-E of the quarter, at 0.50%

The Extended National Consumer Price Index 15 (IPCA-15) posted a change of 0.27% in September and stood above August's IPCA-15 (0.16%). As a result, the IPCA-E (IPCA-15 accumulated over July, August and September) was at 0.50%, below the result of the same period in 2012 (1.20%). In 2013, the IPCA-15 got to 3.97%, above the 3.81% rate relative to the same period of 2012. Considering the last 12 months, the index is at 5.93%, below the 6.15% recorded over the 12 months prior to that period. In September of 2012, the rate was at 0.48%.

The formation of the index of the month was mostly influenced by the expense groups: Housing, with a 0.53% change and 0.08 percentage point impact, Health and Personal Care and Transportation, respectively, with 0.56% and 0.30% of change, exerting each one of them an influence of 0.06 percentage points. The following table shows the results:

Transportation (from -0.30% in August to 0.30% in September) was the main responsible for the exasperation of the IPCA-15 from one month to the other, despite the fact that important items, such as ethanol (-1.31%) and gasoline (-0.26%), became cheaper. There was an acceleration in the group's rate, as the downward trend stopped in urban bus fares, which were stable in September, after registering -1.02% in July and -1.69% in August. That was coupled with the high in airfares, which reached 16.08% and represented the most significant impact in the monthly index, with 0.07 percentage points.

Just like Transportation, the groups Wearing apparel (from -0.12% in August to 0.37% in September) and Food and Beverages (from -0.09% to 0.04%) stopped falling. In wearing apparel, with the launch of the new collection, women's clothes stood out with 0.65%. In food, the main highlights were wheat derivatives: French bread (2.80%), wheat flour (2.68%), sweat rolls (1.94%) and noodles (1.46%). The prices of long-life milk (2.34%), fruit (1.88%), snacks (0.77%) and meals away from home (0.61%) were also up.

As to the quarter/year, the results of the groups of products and services surveyed are:

Among the indexes by area, the highest came from Brasília (0.56%), where airfares, weighting 1.86% and changing 17.68%, exerted an impact of 0.33 percentage points. The lowest index came from Goiânia (0.15%). The following table shows the results by quarter and region surveyed:

In order to estimate IPCA-15, the prices collected from August 14 to September 12 of 2013 (reference) were compared with the ones in force from July 13 to August 13 of 2013 (base).  The indicator refers to families with monthly income of one to forty minimum wages and it encompasses the Metropolitan Areas of Rio de Janeiro, Porto Alegre, Belo Horizonte, Recife, São Paulo, Belém, Fortaleza, Salvador, Curitiba, and also Brasília and Goiânia. The methodology is the same as the one used for IPCA; the difference lies in the period of price collection. IPCA-E corresponds to IPCA-15 accumulated in periods.
