The National Index of Civil Construction (Sinapi), estimated by IBGE in partnership with CAIXA, recorded a change of 0.26% in December, a reduction of 0.43 percentage points in relation to November (0.69%). Compared with the same month of 2009 (0.54%), the December rate contracted 0.28 percentage points. 2010 closed with a high of 7.36%, above 2009, when the accumulated index reached 5.85%.
The national cost of construction per square meter changed from R$ 767.03 (November) to R$ 769,06 (December); R$ 434.25 relative to materials and R$ 334.81 to labor force.
The contribution of materials, compared with the previous month, recorded a fall of 0.07 percentage points, changing from 0.50% to 0.43%.
Conversely, labor force reached 0.05%, 0.89 percentage points less compared with 0.94% of November.
The results of 2010 displayed an accumulated change of 5.24% for materials, with an advance of 0.95 percentage points in relation to the accumulated indicator of 2009 (4.29%). The contribution of the cost relative to labor force increased by 10.24%, practically the double of the one for materials. That was the highest rate since 2003, when the change was of 16.21%. Compared with 2009 (8.03%), the 2010 result was higher in 2.21 percentage points.
Northeast stands out in December and Central-West closes 2010 with the highest accumulated indicator
In December, Northeast was a highlight for recording the highest increase in cost (0.36%), slightly below South (0.31%). Southeast and Central-West registered equal changes (0.21%). At last, North recorded 0.23%.
The accumulated indexes in 2010 by region were:
9.08% (Central-West); 8.84% (North); 7.50% (Northeast); 6.93% (Southeast) and 6.46% (South). As for the costs of construction, the regions recorded the following values by square meter: R$ 811.46 (Southeast); R$ 778.78 (North); R$ 747.92 (South); R$ 746.83 (Central-West) and R$ 721.57 (Northeast).

The accumulated indexes recorded acceleration from 2009 to 2010. Among the regions, the highest increase in the accumulated rate was in Central-West, with 3.22 percentage points.
In December, Federal District recorded the highest increase
Federal District registered the highest monthly rise (0.90%) and Goiás recorded the lowest rate (0.05%), closely followed by Rondônia (0.08%), Roraima and Mato Grosso, with 0.09%.
In the accumulated rate of 2010, the highlight among states was Rondônia (18.29%). This result was influenced by the salary increases in February, above 30% for the several professional categories, in compliance with collective work agreement. Roraima recorded the lowest change from January to December (3.84%). In general, considering the 27 Federation Units, fourteen recorded an accumulated increase for the construction cost higher than the national cost (7.36%) in the end of 2010.
