Between November and December 2009, regional indexes of industrial production, seasonally adjusted, recorded positive rates in eight of the 14 surveyed places. Among the areas whose production increased in December, the highlights were Paraná (5.9%) and Espírito Santo (4.1%), with the highest increases. The other places with positive rates were: Rio de Janeiro (2.2%), Rio Grande do Sul (2.1%), Ceará (1.8%), Santa Catarina (1.3%), São Paulo (0.6%) and Pará (0.5%). Six regions recorded negative rates, with Pernambuco (-3.5%), Goiás (-3.1%), Amazonas (-2.2%) and Bahia (-0.8%) presenting major reductions. The other negative variations were similar to the national average (-0.3%): the Northeast region (-0.3%) and Minas Gerais (-0.1%), which practically repeated the figure of the previous month.

Still in the seasonally adjusted series, comparing the fourth quarter of 2009 and the immediately previous quarter, 13 places presented growth, showing recovery from the effects of the world financial crisis at the end of 2008. Inversely, Goiás (-4.8%) was the only place to record fall in the last quarter of the year, after increases of 4.0%, in the second quarter, and of 7.0%, in the third.

In relation to December 2008, the national industrial sector increased by 18.9%, partially influenced by a low basis for comparison due to collective vacations and non-programmed production interruptions in several sectors during 2008. In this comparison, regional indexes were all positive, evidencing a recovery in progress, with highlights being Espírito Santo (37.2%) and Minas Gerais (28.9%), with record rates since 1991.

The signs of increase also became evident in the comparison between the last quarter of 2009 and the same period of 2008, when 13 of the 14 surveyed places expanded production and interrupted the sequence of negative rates observed in previous quarters. The highest increases, above national average (5.8%) in the period October-December 2009, came from Espírito Santo (18.6%), Paraná (9.7%), Bahia (8.1%), Rio Grande do Sul (7.6%) and Minas Gerais (6.7%). The only negative result in the fourth quarter of 2009 was observed in Pará (-4.8%).

Even with the disseminated recovery observed in regional results during 2009, all places, except Goiás (0.0%), which showed stability, indicated decreased industrial production for the closing of 2009 compared to the accumulated in 2008, following national performance (-7.4%). Espírito Santo (-14.6%), Minas Gerais (-13.1%), Amazonas (-8.9%), São Paulo (-8.4%) and Santa Catarina (-7.7%) recorded the sharpest decreases, influenced by the decreased dynamism of typically export products, particularly commodities (iron ore, and iron and steel products), and the strong adjustment in the production of durable consumer goods (automobiles and household appliances) and machinery and equipment.

AMAZONAS – In December 2009, the industrial sector in Amazonas decreased 2.2% in relation to the previous month, in the seasonally adjusted series, after an increase of 2.8% in November. The quarterly moving average index in December repeated the level of November, after seven consecutive months of expansion, accumulating a gain of 16.5% in this period. Still in the seasonally adjusted series, comparing quarter with immediately previous quarter, industry in Amazonas increased 3.1%. It was the third consecutive quarter of increase in this type of comparison.

The positive result of 5.7% in the monthly index was backed up especially by the increase in six of the 11 surveyed sectors, with highlights being the strong positive contribution of electronic material and communication equipment (39.9%) and machinery and equipment (69.3%). It is worth emphasizing the positive impact from food products and beverages (5.3%). On the other hand, the main negative impact came from transportation equipment (-38.0%).

In the analysis by quarter, we can observe that industry in Amazonas, which had been presenting negative results for four consecutive quarters, presented an increase of 4.3% in the fourth quarter of 2009, all comparisons being made with the same period of the previous year. Seven branches contributed to the increased rhythm between the third (-6.4%) and the four quarters of 2009 (4.3%), with highlights being electronic material and communication equipment, which changed from -16.1% to 2.8% between both periods; food products and beverages (from 12.4% to 23.4%); and machinery and equipment (from 28.3% to 57.3%).

The indicator accumulated in the year was -8.9%. The decrease was result of the negative performance of six of the 11 surveyed segments.

PARÁ – In December 2009, industry in Pará increased 0.5% in relation to the previous month, in the seasonally adjusted series, practically compensating the decrease of 0.6% observed in November. The quarterly moving average index, which increased 0.5% between November and December, shows a slight increase compared to the performance of the previous month (0.3%). Still in the seasonally adjusted series, in the comparison with the immediately previous quarter, the general index presented an increase of 0.5% in the period October-December, after an increase of 1.2% in the third quarter of the year.

In the comparison December 09/December 08, industry of Pará increased 1.1%. This is explained especially by the positive performance of mining and quarrying industry (9.0%), as manufacturing industry (-4.7%) continues presenting a negative rate in this kind of comparison. On the other hand, of the two activities that showed increase in production, the most relevant positive contribution came from food products and beverages (20.9%).

On a quarterly basis, industry in Pará reduced the rhythm of fall from the third (-9.0%) to the fourth quarter of the year (-4.8%), both comparisons against the same periods of the previous year. Between these two periods, five of the six surveyed activities became more dynamic, with the highlight being the mining and quarrying sector, which changed from -16.4% in the third quarter to -6.3% in the period October-December, whereas basic metallurgy (from 7.9% to -6.6%) presented the only decrease.

NORTHEAST – In December 2009, the index of industrial production of the Northeast, seasonally adjusted, showed a negative variation of 0.3% compared to the previous month, after an increase of 1.5% in the previous month. With the negative behavior of industrial production in the Northeast, the quarterly moving average index still shows a positive rate (0.3%), but reduces the growth rhythm against previous months. Still in the seasonally adjusted series, the comparison quarter/immediately previous quarter, increased production may also be observed, with the general index showing an expansion of 3.4% in the period October-December, after an increase of 3.7% in the third quarter of the year.

In relation to December 2008, industry in the Northeast increased 9.6%, backed up by the growth in seven of the 11 investigated branches, with the expansion of 51.2% in chemical products standing out. It is worth emphasizing that in this result there is the influence not only of the larger manufacture of chemical products, but also of the low base for comparison due to collective vacations and non-planned shutdowns in December 2008. There were also positive contributions from footwear and leather articles (29.4%), textiles (16.1%) and basic metallurgy (10.9%). Among the branches that reduced production, the main impact came from food products and beverages (-1.2%).

In the analysis by quarter, with the increase of 4.1% in the period October-December, industry in the Northeast interrupted four consecutive quarters of negative rates, showing evident gain of rhythm in relation to the results of the first (-9.4%), second (-10.0%) and third quarters (-5.2%), all comparisons against the same periods of the previous year. The gain in dynamism from the third to the fourth quarter reflects especially the positive behavior coming from 10 of the 11 investigated activities, an obvious highlight for chemical products, which changed from a decline of 5.7% to a rise of 21.4% between both quarters.

In the indicator for the closing of the year, industrial production in the Northeast closed 2009 with a decrease of 4.9% in relation to the same period of the previous year, showing a generalized decline profile that reaches nine of the 11 investigated activities.
