Industrial employment increases by 1.1% in November 2009

This rise of 1,1% in relation to October 2009, in the seasonally adjusted series, was the biggest one since January 2001, but the number of employed persons in industry dropped (-4.1%) in relation to November 2008. The number of hours paid in industry increased by 0.9% in relation to October 2009, but was reduced (-3.6%) in relation to November 2008. The real payroll declined in both comparisons: -0.8% in relation to October 2009 and -2.7% in relation to November 2008. The indicators accumulated for employed persons, hours paid and real payroll, respectively, still present themselves negative, both in the year (-5.5%, -6.0%, and -2.7%) and in 12 months (-5.2%, -5.6%, and -2.0%).

 

SALARIED EMPLOYED PERSONS

 In November 2009, industrial employment increased by 1.1% in comparison to October, in the seasonally adjusted series, the greatest expansion since the beginning of the series (January 2001) and the fifth consecutive positive result, accumulating a gain of 2.7% in this period. With these results, the quarterly moving average index grew by 0.7% in November, the fourth consecutive positive rate, and increased the growth rhythm in comparison to the last months: 0.2% in August, 0.3% in September and 0.4% in October.

 

Other indicators, however, remain negative: -3.6% in relation to November 2008, -6.0% in the accumulated in the year, and -5.6% in the accumulated in the last 12 months.

 

In the comparison November 09/November 08, 13 of the 14 surveyed places reduced the number of hours paid, with the main negative contributions to the -3.6% overall rate coming from Minas Gerais (-7.8%), North and Central-West regions (-7.9%) and São Paulo (-1.9%).

 

In Minas Gerais, the main negative impacts came from apparel (-28.4%), food products and beverages (-6.3%) and basic metallurgy (-15.1%). In North and Central-West regions, wood (-34.5%), and electronic machines and communication equipment (-18.0%) exhibited more important losses. In São Paulo the highlights are the decreases in means of transportation (-10.0%), and machinery and equipment (-10.3%). Only Ceará (2.7%) expanded the number of hours paid in production, greatly pushed by the increase in footwear and leather articles (14.5%).

 

Still in the comparison with November 2008, there was a reduction in the number of hours paid, in the whole country, in 14 of the 18 surveyed sectors, with highlights being the negative impacts coming from machinery and equipment (-10.2%), wood (-19.5%) and means of transportation (-6.6%). On the other hand, paper and printing (8.7%) marked the most relevant positive contribution in this type of comparison.

 

The accumulated of January-November 2009, against the same period of the previous year, remains in a generalized fall, reaching all the places and 15 of the 18 surveyed activities. Considering the sectors, the main negative impacts in the formation of the -6.0% overall rate were: machinery and equipment (-11.2%), means of transportation (-11.1%), apparel (-8.0%) and metal products (-9.3%). Conversely, paper and printing industries (6.3%), petroleum refining and alcohol production (1.5%), and non-metallic minerals (0.1%) were the only activities to expand the number of hours paid in production. Regionally, still in this kind of comparison, major negative pressures on overall average came from São Paulo (-4.4%), Minas Gerais (-8.4%) and North and Central-West regions (-10.0%).

 

REAL PAYROLL

In November 2009, the seasonally adjusted real payroll of industry workers, after two consecutive months of rise, decreased (-0.8%) in relation to the previous month, accumulating 2.2% in September and October. With these results, the quarterly moving average index increased by 0.4% in November, the third consecutive positive rate, with an expansion of 1.4% in September, October and November 2009.

 

In the comparison with the same periods of the previous year, results remained negative: -2.7% both in the monthly indicator and the accumulated in the year. The accumulated in the last 12 months, when it changed from -1.4% in October to -2.0% in November, increased the rhythm of fall and kept the downward trend initiated in September 2008 (6.7%).

 

In the comparison November 09/November 08, the real payroll decreased (-2.7%) in relation to the same month of the previous year, with negative rates in nine of the 14 surveyed places. The main negative contribution came from Minas Gerais (-12.3%), pressed by decreases in basic metallurgy (-32.5%), mining and quarrying industries (-25.2%) and apparel (-24.3%). It is also worth citing the losses recorded in São Paulo (-2.1%), due to metal products (-17.6%), and chemical products (-7.4%); and North and Central-West regions (-6.9%), because of food products and beverages (-5.7%) and wood (-25.8%). On the other hand, the main positive impact came from Espírito Santo (23.8%), influenced by the 150.6% growth of basic metallurgy, and due to the payment of participation in profits occurred in November 2009.

 

Still in relation to November 2008, the real payroll decreased in 14 of the 18 sectors, with highlights being metal products (-13.1%), chemical products (-6.9%), basic metallurgy (-9.8%), and electronic machines and communication equipment (-5.6%). On the other hand, there were rises in paper and printing (13.3%), textiles (5.4%), other products of manufacturing industry (4.3%), and tobacco (7.8%).

 

The accumulated in the year decreased (-2.7%), and there was a reduction of real payroll in 10 of the 14 places. The main negative influences came from São Paulo (-2.6%), Rio Grande do Sul (-7.3%) and Minas Gerais (-6.3%). In these places, the largest falls happened, respectively, in means of transportation (-5.8%), and electronic machines and communication equipment (-8.7%); means of transportation (-16.3%) and machinery and equipment (-9.4%); and basic metallurgy (-16.2%) and means of transportation (-8.6%).

 

By contrast, Espírito Santo (4.9%) and Rio de Janeiro (1.2%) exerted the main positive impacts, due respectively to the expansions of 12.2% in basic metallurgy and 11.9% in mining and quarrying industry. Twelve activities reduced the real payroll, with means of transportation (-5.7%), basic metallurgy (-11.6%), machinery and equipment (-5.5%), and electronic machines and communication equipment (-6.9%) exhibiting major negative pressures. The main positive impacts came from paper and printing (13.3%) and mining and quarrying industry (9.0%).

In the comparison with the same periods of 2008, the indexes remained negative: -4.1% in relation to November of last year; -5.5% in the accumulated in the year; and -5.2% in the accumulated in the last 12 months, which kept the downward trend initiated in August 2008 (3.0%).

Industrial employment presented the 12th consecutive negative rate (-4.1%) in the confrontation November 09/November 08, with reduction of employed persons in 13 of the 14 surveyed areas and in 16 of the 18 industrial segments. São Paulo (-3.0%) exerted the strongest negative impact upon overall rate, followed by Minas Gerais (-9.1%), North and Central-West regions (-6.5%), and Paraná (5.5%).

 

In São Paulo, the main negative influences came from means of transportation (-13.6%), machinery and equipment (-9.3%) and metal products (-11.3%). In Minas Gerais (-28.3%), apparel presented the major negative impact, followed by food products and beverages (-7.1%), and basic metallurgy (-13.1%). In North and Central-West regions, major losses came from wood (-29.6%), and electronic machines and communication equipment (-18.4%). In Paraná, other products of manufacturing industry (-19.7%) and wood (-17.1%) exerted the main negative pressures.

 

In the analysis by sector, still in relation to November 2008, the most relevant losses were in means of transportation (-10.4%), machinery and equipment (-9.0%), metal products (-8.4%) and wood (-17.6%). On the other hand, paper and printing (7.6%) and tobacco (2.1%) were the only activities whose number of employed persons grew in this comparison.

 

The industrial employment rate accumulated in the year was also negative (-5.5%). There were decreases in 14 investigated places, with highlights being São Paulo (-4.1%), Minas Gerais (-8.7%), North and Central-West regions (-8.8%), and Rio Grande do Sul (-7.2%). Considering the sectors, still in this type of index, industrial employment decreased in 17 of the 18 investigated sectors, with means of transportation (-9.9%), machinery and equipment (-8.9%), apparel (-8.1%) and metal products (-9.3%) exerting the main negative pressures. Paper and printing (7.0%) was the only segment with positive rate.

 

In relation to the previous month, the positive evolution of industrial employment indexes and of the number of hours paid in the last months reflects a more dynamic productive activity. However, in comparisons to the same periods of the previous year, results remain negative, although with reduced decreasing rhythm in relation to the previous months.

 

NUMBER OF HOURS PAID

In November 2009, the industrial sector expanded the number of hours paid by 0.9% in the comparison to the previous month, with seasonal influences already considered, thus completing six consecutive expansions and accumulating a growth of 3.3% in this period. With these results, the quarterly moving average increased by 0.8% in November, confirming the downward trend initiated in August.
