National Index of Civil Construction changes by 0.33% in October

The National Index of Civil Construction (Sinapi), calculated by IBGE in partnership with CAIXA, changed by 0.33% in October, an increase of 0.13 percentage point in relation to September (0.20%). This result was influenced by salary readjustments in the states of Roraima, Pará and Pernambuco. Considering the rate of October 2008 (0.95%), the current index presented a decrease of 0.62 percentage point. In the year, it accumulated an increase of 4.93%, much lower than the 10.15% observed in the same period of 2008. The result of the last 12 months was 6.44%, also inferior to the 7.09% recorded in the immediately previous 12 months.

 

The national cost by square meter, which was R$ 707.78 in September, changed to R$ 710.15 in October. From this total, R$ 409.13 are relative to material and R$ 301.02 to manpower.

The result of material, compared to the figure in the previous month, decelerated by 0.04 percentage points, changing from 0.26% to 0.22%. Manpower increased from 0.12% to 0.49% (by 0.37 percentage points).

 In the year, material accumulated increase of 3.41% and manpower, of 7.08%. In twelve months, the results were: 5.15% (material) and 8.4% (manpower).

 

North Region has the highest rate in October

The North Region index, affected by the results of Roraima and Pará, changed by 1.27%, and this was the highest rate in October. The Southeast (0.05%) held the lowest monthly rate, close to that registered in the South Region (0.09%). As for indexes in the Northeast and Central West, there were hikes of 0.67% and 0.26%, respectively.

In the year, the North had the biggest change (5.39%), and the Southeast (4.59%) the lowest index accumulated in the period. Other regions accumulated, from January to October, the following increases:  5.28% (Northeast); 5.10% (Central West) and 4.97% (South). Considering the last twelve months, the biggest change was that of the Northeast Region (7.27%) and the lowest, in the Southeast (6.02%).

Regional costs by square meter were: R$ 749.68 (Southeast); R$ 711.28 (North); R$ 700.22 (South); R$ 679.77 (Central West); and R$ 666.34 (Northeast).

Among the states, Pernambuco, Pará and Roraima had the most significant index rates 

Due to salary readjustments resulting from collective agreements, Pernambuco (3.22%), Pará (3.06%) and Roraima (2.65%) had the biggest increases in construction costs. São Paulo was the state with the lowest monthly rate (0.04%). Acre had the highest rate in the year (9.08%), whereas Pernambuco was the leader in terms of rates relative to the last twelve months (11.03%). 

 

These results are calculated monthly by IBGE in partnership with Caixa Econômica Federal (CAIXA), based on the National System of Costs Survey and Indexes of Construction (SINAPI).

 

SINAPI, created in 1969, aims at producing cost data and indexes at national level in a systematic way, in order to help in the elaboration and evaluation of budgets, as well as in the monitoring of costs.

 

In 2002, the National Congress sanctioned, by means of the Budgetary Directive Law (LDO), the use of SINAPI as a reference for the calculation of costs in public construction.
