Industrial employment decreased by 0.6% in November 2008

The decrease compared to the immediately previous month, in the series with seasonal adjustment was the most significant since October 2003 (-0.7%).  In the comparison November 08 / November 07, the index continued positive (0.4%), but recorded the lowest rate since October 2006 (0.3%).  The index accumulated in the year (2.4%) increased, but in a lower rhythm than in the previous months.  The number of hours paid recorded the most significant decrease (-1.7%) since the beginning of the series (Jan/01) in the relation month/ immediately previous month, with seasonal adjustment.  There also was decrease (-0.4%) in relation to November 2007, interrupting 29 consecutive positive rates in this type of comparison, but accumulating in the year, a positive result (2.3%).  The real payroll decreased by 2.7% compared to October/08, in the adjusted series, and continued positive in relation to November /07 (4.1%) and in the index accumulated in the year (6.3%).

SALARIED EMPLOYED PERSONS

The industrial employment, which was almost stable in the last three months, decreased (-0.6%) in November compared to October, in the series with seasonal adjustment.  This was the most significant decrease since October 2003 (-0.7%).  The quarterly moving average index fell (-0.2%) from October to November, interrupting the trend of growth recorded since June 2008.

In relation to November 2007, an increase of 0.4% was recorded, the lowest increase since October 2006 (0.3%).  As a consequence the indexes for longer periods recorded growth, but in a lower rhythm than in the previous months.  In the index accumulated in the year, the results were: 2.7% in September, 2.6% in October and 2.4% in November and, in the index accumulated in the last twelve months, the index decelerated also between October (2.8%) and November (2.5%).

In the comparison November 08/ November 07, the rate of 0.4% in the number of employed persons was influenced by the increase in eight among fourteen areas surveyed, especially Minas Gerais (2.9%) and São Paulo (0.7%), where stood out food products and beverages (7.7%) and basic metallurgy (8.7%), in the first, and transportation (3.9%) and food products and beverages (3.0%), in the second.  On the other hand, Santa Catarina (-2.8%) and Paraná (-1.6%) brought the main negative results, both influenced by the decreases recorded by apparel (-14.8% and -19.0%, respectively) and wood (-11.2% and -16.6%).

In the analysis by sectors, there was increase of employment in eleven among eighteen segments surveyed, and the main influences came from machines and equipment (6.3%), food products and beverages (1.9%), non-metallic minerals (7.5%), transportation (4.1%), electronic material and communication equipment (4.9%).  On the other hand, apparel (-9.8%), footwear and leather articles (-8.2%) and wood (-9.9%) brought the main negative impacts on the overall rate.

In the index accumulated January-November, the increase of 2.4% in the number of workers was a consequence of the positive rates recorded in eleven areas and twelve segments.  The industry of SP (3.3%) was the one that most influenced positively the national index, standing out machines and equipment (9.1%) electronic material and communication equipment (14.3%) and transportation (8.8%).  It is also worth mentioning the positive results of Minas Gerais (4.5%), due to food products and beverages (8.5%) and transportation (13.3%); North and Central West Region (3.1%), influenced mainly by food products and beverages (8.7%); and Rio Grande do Sul (2.4%), influenced by machines and equipment (23.2%) and metal products (24.4%). On the other hand, Santa Catarina (-1.1%), Pernambuco (-0.5%) and Espírito Santo (-0.3%) recorded negative results in the number of employed persons in industry.

NUMBER OF HOURS PAID

In November, the industrial sector reduced (-1.7%) the number of hours paid in the comparison with the immediately previous month, already seasonally adjusted.  It was the most significant decrease in all the time series initiated in January 2001.  As a consequence, the quarterly moving average index that in the previous month (-0.1%) interrupted a growing trend recorded for four months, intensified the trend of decrease recording -0.5% between October and November.  The stoppages in the production and the concession of non - planned collective vacations were observed in the industrial sector since October, increased in November, and were the major cause of this record change.

In the comparison with the same month of the previous year, the number of hours paid decreased (-0.4%), interrupting a cycle of twenty-nine months of positive rates and recorded the lowest result since November 2005 (-0.6%).  The indexes for longer periods were positive:  2.3% in the index accumulated in the year and in the last twelve months, both, however, recording reduction compared to September and October.

The decrease in the number of hours paid in November was 0.4%, influenced by losses in eight among fourteen areas surveyed.  Among the areas with reduction stood out the Northeast Region (-2.1%), Santa Catarina (-2.4%) and Paraná (-2.2%).  In these areas stood out the reductions in the number of hours paid in the sectors of food products and beverages (-3.5%) and textiles (-11.7%), in the first area, and apparel (-15.0% and -18.4%, respectively) and wood (-13.5% and 20.8%) in Santa Catarina and Paraná. On the other hand, Minas Gerais (3.2%) brought the main positive impact on the national average, influenced, mainly, by the expansion verified in the industry of food products and beverages (8.2%).

In the analysis by sectors, there was decrease in eight among eighteen sectors surveyed, and the main influences came from apparel (-9.7%), footwear and leather articles (-9.3%) and wood (-9.0%), while machines and equipment (6.6%) and non-metallic minerals (7.5%) brought the most relevant positive results.  It is worth mentioning that the sectors of transportation and electronic machines and equipment, which had increase of 0.6% in November, were leading the national growth and recorded an evident reduction in the rhythm of expansion compared to results of the previous months.

In the index accumulated from January to November, the increase of 2.3% in the total hours paid reflected mainly the positive rates observed in eleven areas and twelve sectors surveyed.  The industry of SP, with expansion of 3.2%, was the one which most influenced positively the national index, especially the segments of machines and equipment (9.3%), transportation (9.0%) and electronic machines and equipment (11.1%).  It is worth mentioning the positive results from Minas Gerais (5.1%), due to food products and beverages (6.6%) and transportation (16.3%), and North and Central West Region (3.1%), influenced mainly by food products and beverages (8.7%).  On the other hand, the industries of Pernambuco (-1.8%), Santa Catarina (-0.5%) and Espírito Santo (-0.9%) recorded the three negative impacts in the total hours paid.

In the analysis by sectors, the expansions which most influenced the index of the general industry continued to come from the segments of machines and equipment (11.9%), transportation (9.7%) and electronic machines and equipment (9.7%), while the most relevant decreases came from the sectors of footwear and leather articles (-9.5%), apparel (-5.9%) and wood (-8.4%).

In summary, the results observed in the indexes of industrial employment and in the number of hours paid follow the deceleration of the industrial production which occurred in the last two months.  In the monthly indicator, the rate of employed persons in November was positive, however, lower than in the previous months, while the number of hours paid, more influenced by the rhythm of activity, interrupted a sequence of twenty-nine months of positive rates.  Another sign of lower dynamism of the sector was observed in the comparisons without seasonal influence, where the employment as well as the number of hours paid showed, for the second consecutive month, negative rates compared to the previous month, which led the quarterly moving average index to record a decrease in the two variables.

 

REAL PAYROLL

In November, the value of the real payroll, already seasonally adjusted, decreased by 2.7% in relation to the month of October, second consecutive negative result, accumulating a decrease of 3.1%.  The quarterly moving average index was almost stable (-0.1%) between October and November, after four consecutive quarters with positive rates, when it accumulated 3.2%.

In the main comparisons with the same periods of the previous year, the results continued positive: 4.1% compared to November /2007 and 6.3% in the index accumulated in the year and in the last twelve months.

The value of the real payroll, in November, increased by 4.1% in the comparison with the same month of the previous year, with wage increments in thirteen among fourteen areas surveyed, with the exception of Bahia where it decreased by 0.8%.  The main positive contribution came from São Paulo (4.0%), reflecting gains in metal products (13.7%) and chemical products (7.9%) and also Minas Gerais (10.6%) and  Paraná (5.1%).  In MG, the most significant impacts came from basic metallurgy (16.8%), non-metallic minerals (45.1%) and transportation (15.5%).  In the industry of Paraná, the major positive contributions came from machines and equipment (28.8%) and food products and beverages (8.3%).  On the other hand, wood (-22.8%) registered a strong negative impact.

In the analysis by sectors, the real payroll, in the monthly index, increased in twelve among eighteen segments surveyed, and it is worth mentioning the positive impacts of:  metal products (13.5%), non-metallic minerals (19.6%), basic metallurgy (14.0%) and transportation (4.0%).  On the other hand, the most significant decrease came from leather footwear (-6.9%) and other products of the manufacturing industry (-3.8%).

The value of the payroll accumulated 6.3% in the year, with expansion in all the surveyed areas.  The major positive influences came from São Paulo (7.1%), Minas Gerais (9.6%) and Paraná (8.0%).  In the industry of SP, the highlight came from transportation (11.6%) and chemical products (16.4%); while in the industry of MG, stood out basic metallurgy (9.9%) and transportation (16.1%).  Finally, in Paraná, it is worth mentioning machines and equipment (32.3%) and food products and beverages (8.2%).

In the analysis by sectors, in national level, thirteen increased and five reduced the value of the payroll.  In the positive side, stood out transportation (11.9%), machines and equipment (8.1%) and metal products (13.2%) and, in the negative side, footwear and leather articles (-6.3%) and paper and printing (-2.6%).
