The National Index of Construction (Sinapi), calculated by IBGE in partnership with Caixa Econômica Federal, was 1.24% inn June, having decreased 0.63 percentage points in relation to the May index (1.87%).

The National Index of Construction (Sinapi), calculated by IBGE in partnership with Caixa Econômica Federal, was 1.24% in June, having decreased 0.63 percentage points in relation to the  May index (1.87%). The monthly index was above the figure in May (0.53%) and, as a consequence, the index accumulated in the last twelve months changed to 8.26%, versus the 5.18% of the immediately previous 12 months. In the year, the index was 5.28%, also above the change observed in the same period last year (3.16%).

Differently from what happened in May, when the readjustments in salaries in several states affected the indexes, there was, in June, a more significant rise of material. The national cost by square meter changed from R% 629.91 in May to R$ 637.69 in June, being R$ 363.94 relative to material and R$ 273.75 to manpower.

Material had significant increase rate, having changed to 1.44% in June, above the increases which occurred in the first five months of the year (0.67% in January and February and 0.60% in March, April and May). Manpower, which had significant increase in relation to April (3.54 percentage points), changed by 0.96% in June, and was still affected, to a lower extent, by the salary readjustments in Paraná and in Rio Grande do Sul.

In relation to the indexes accumulated in the year and in the last 12 months, both material and manpower had results above those registered in 2007. In the year, material rose 4.66% above the 2007 rate (2.12%), and the same occurred to manpower, with rise of 6.11% versus 4.58% last year. In the last 12 months, the result of material reached 7.87%, above the 2007 rate (4.37%), as well as manpower, whose rise of 8.78% surpassed the figure relative to the immediately previous 12 months (6.28%).

South Region has highest index

Affected by the results in Paraná and in Rio Grande do Sul, the South Region had the highest change (3.62%) in June. The North and the Central West had practically identical results (1.05% and 1.04%, respectively). In the Southeast, the index changed by 0.88%, and in the Northeast, by 0.60%.

The South Region also had the highest changes in the year (6.43%) and in 12 months (8.98%). The lowest figures accumulated in these periods were registered in the North (3.84% in the year) and Northeast (7.34% in 12 months), respectively. The costs by region were: R$ 679.07 in the Southeast; R$ 634.22 in the South; R$ 618.37 in the North; R$ 607.39 in the Central west; and R$ 593.99 in the Northeast.

Paraná and Rio Grande do Sul are the leaders among the states

Due to salary agreements, the highest changes in the index, in June, occurred in Paraná (4.88%) and Rio Grande do Sul (3.96%). In the year and in the last 12 months, the highest changed occurred in Acre (9.15% and 16.85% respectively).

Sinapi, created in 1969, is aimed at producing information and indexes for national coverage in a systematic way, in order to help in the elaboration and evaluation of budgets, monitoring of costs, adequacy of material and the scheduling of investments. In 2002, the National Congress sanctioned, through the law LDO (Leis de Diretrizes Orçamentárias), the use of Sinapi as the reference to the calculation of costs in public construction.
