Unemployment rate decreased to 9.0% in September

The rate decreased by 0.5 percentage points in relation to August (9.5%) and by 1.0 percentage points in relation to September 2006 (10.0%). The average real income of the employed population (R$ 1,115.00) was stable in the month/month comparison (after three months with falling rates) and remained on an upward trend (2.5%) compared to the rate of the same month in the previous year. The household income per capita (R$ 706.22) increased in the month (0.7%) and in the year (3.5%). The volume of average real effective income of the employed persons (R$ 23.5 billion) increased by 1.3% in the month and by 5.4% in the year.

 

There were no significant changes in any groups of activity in the month, but rates in four of them increased in comparison with September 2006: Construction and Services rendered to enterprises, rents, real estate activities and financial mediation (both with 5.4%); Education, health, social services, public administration, defense and social security (4.9%) and Trade, repair of automotive vehicles and of personal and of domestic objects and retail trade of fuels (3.2%).

 

In September 2007, the employed population (21.3 million) increased in relation to the previous month (1.0% or 201 thousand persons) and also in relation to September 2006 (2.7% or 551 thousand persons). The unemployed population (2.1 million) was reduced by 120 thousand persons (5.4%) in the month and by 197 thousand persons (8.6%) in the year. This has contributed to the significant decrease of unemployment rate, estimated to be 9.0% for the group of six areas covered by the survey:  0.5 percentage points (month) and 1.0 percentage points (year).

 

By area, in comparison with August, two metropolitan areas faced decrease of this indicator: Salvador (1.4 percentage points) and São Paulo (0.7 percentage points). In relation to September 2006, São Paulo was the only metropolitan area to undergo changes (-1.7 percentage points).

 

The estimated average unemployment rate for the period January – September 2007 was 9.7%. It is the lowest average for this period in all the time series of IBGE’s Monthly Employment Survey.

 

UNEMPLOYED PERSONS (PD)2

 

The Monthly Employment Survey shows the decrease of the number of unemployed persons (2.1 million) both in relation to the previous month and in relation to September 2006 (8.6%).

 

At regional level, in relation to August, the unemployed population decreased only in the metropolitan area of Salvador (11.1%), being stable in the other ones. In comparison with September 2006, only São Paulo faced change (-14.1%).

 

AVERAGE REAL INCOME3

 

According to the survey, in September 2007, in the group of six areas, the average real income usually earned by workers was R$ 1,115.00, without any significant differences changes in relation to the previous month. In comparison with September 2006, there was increase of 2.5%.  

 

From January to September 2007, the average real income of the employed population (R$ 1,123.66) has been the highest average for the same period since 2003.

 

In the analysis by area, in comparison with August, there were hikes in Rio de Janeiro and in Porto Alegre (both with 2.0%) and decrease in Recife (6.1%) and in Belo Horizonte (1.9%). In terms of results for the year, there were hikes in Recife (2.6%), Belo Horizonte (1.4%), Rio de Janeiro (5.7%), São Paulo (1.4%) and Porto Alegre (3.5%) and decrease in Salvador (3.1%).

Workers with a formal contract in the private sector  - There were decreases in the metropolitan areas of Recife (-0.6%), Salvador (-0.4%), Belo Horizonte (-2.5%) and São Paulo (-2.6%) and  increases in Rio de Janeiro (4.5%) and Porto Alegre (2.1%).

 

Workers without a formal contract in the private sector – There were decreases in the metropolitan areas of Rio de Janeiro (-7.1%) and São Paulo (-4.0%), increases in Recife (0.9%), Belo Horizonte (6.1%) and Porto Alegre (3.3%) and stability in Salvador.

 

Own-account workers There were increases in Salvador (1.5%), Belo Horizonte (7.6%), Rio de Janeiro (8.1%) and São Paulo (5.5%) and decreases in Recife (-7.7%) and Porto Alegre (-0.4%).

Workers with a formal contract in the private sector There were decreases in Salvador (-0.9%), Belo Horizonte (-1.6%) and São Paulo (-4.6%) and increases in Rio (6.4%) and Porto Alegre (2.3%). There was stability in Recife.

 

Workers without a formal contract in the private sector – There were increases in Recife (4.4%), Belo Horizonte (2.8%) and Porto Alegre (10.0%) and decreases in Salvador (-13.1%) and São Paulo (-0.9%). There was stability in Rio.

Own-account workers – There were increases in Recife (23.2%), Belo Horizonte (4.9%), Rio de Janeiro (7.1%) and São Paulo (10.0%) and decreases in Salvador (-0.7%) and Porto Alegre (-4.6%). The table below shows the changes of Average Real Income of the Employed Population, by groups of activity, for the group of six metropolitan areas.

 

Average Real Household Income Per Capita4

 

In September 2007, in the group of six metropolitan areas, the average real household income per capita (R$ 706.22) increased in relation to last August (0.7%) and in comparison with September 2006 (3.5%).

 

In the analysis by area, in the month, there were decreases in Recife (-3.9%) and Belo Horizonte (-1.9%), and recovery in Salvador (2.7%), Rio de Janeiro (3.1%) and Porto Alegre (2.2%). In comparison with September last year, there were hikes in all the metropolitan areas: Recife (2.4%), Salvador (4.4%), Belo Horizonte (3.2%), Rio de Janeiro (6.2%), São Paulo (1.5%) and Porto Alegre (6.7%).

 

Volume of Real Effective Income of the Employed Population5

 

The Volume of Real Effective Income of the Employed Population (which has August 2007 as the reference, at prices of September 2007) reached R$ 23.5 billion. In relation to the previous July, there was increase of 1.3% and, in relation to August last year, significant increase (5.4%). 

In comparison with July 2007, there were increases in Salvador (0.9%), Rio de Janeiro (2.9%), São Paulo (1.7%) and Porto Alegre (1.3%), and decreases in Recife (4.1%) and Belo Horizonte (0.9%). In relation to August 2006, there were increases in all the metropolitan areas: Recife (3.9%), Salvador (0.4%), Belo Horizonte (5.7%), Rio de Janeiro (7.1%), São Paulo (5.1%) and Porto Alegre (6.1%).

 

EMPLOYED PERSONS (PO)

 

In September 2007, the employed population (21.3 million) rose in relation to the previous month (1.0% or 201 thousand persons) and also compared to September 2006 (2.7% or 551 thousand persons more).

 

The only metropolitan area with significant increase in occupation, in relation to August 2007 was: São Paulo (1.6%). In the annual comparison, there were hikes in Salvador (5,6%), Belo Horizonte (2.7%), São Paulo (3.8%) and Porto Alegre (2.3%).

 

The survey showed that, in September,  men represented 55.6% of the employed population, whereas women, 44.4%. The population aged 25-49 years made up 63.4% of the overall number of employed persons. The percentage of employed persons with 11 or more years of schooling made up 53.5%.

 

Enterprises with 11 or more persons held 57.4% of the employed persons. Enterprises with 6 – 10 persons had 6.1% of the employed persons, whereas the ones with 5 persons at most, the proportion was 36.5%.

 

According to the survey, 49.6% of the employed population worked from 40 to 44 hours per week, and about 32.5% worked over 45 hours per week. On average, 68.1% of the workers in the six metropolitan areas surveyed had had that job for at least 2 years; 11.1% for between 1 year and less than 2 years; 18.8% for between one month and one year and only 2.0% had had that job for less than 1 month.

Results for the main groups of activity

Mining and quarrying industry, manufacturing industry and distribution of electricity, gas and water (17.1% of the PO) - There was stability in comparison with both August 2007 and September 2006, for the group of six metropolitan areas, and also in the analysis by area.

 

Construction (7.3% of the PO) - In the group of six areas, in the monthly comparison, there was stability. In relation to September 2006, there was increase of 5.4%.

 

In the analysis by area, in relation to August 2007, there was increase of 8.0% in Rio de Janeiro. In the annual comparison, there was decrease in Recife (18.4%) and increase in Salvador (17.9%) and São Paulo (10.7%).

 

Trade, repair of automotive vehicles and of personal and domestic objects and retail trade of fuels (19.2% of the PO) - In the group of six areas, in the month, there was stability and increase of 3.2% in relation to September 2006.

 

At regional level, there was only change in the metropolitan area of Salvador (-5.5%) in relation to lat August. In comparison with September last year, there was hike of 9.4% in Belo Horizonte.  

 

Services rendered to enterprises, rents, real estate activities and financial mediation (14.9% of the PO) - There were no changes in the monthly comparison and there was increase of 5.4% in the year, in the group of six areas.

 

In the regional analysis, in relation to the previous month, there were decreases in Recife (12.1%) and Belo Horizonte (6.7%). Compared to September 2006, there was increase of 9.3% in São Paulo.

 

 

Education, health, social services, public administration, defense and social security (15.9%) of the PO) - In the group of six metropolitan areas, in relation to August, there was stability. In relation to September 2006, there was increase of 4.9%.

 

In the analysis by area in the month, there was change only in the metropolitan area of Porto Alegre (-4.8%) and, in the annual comparison, only in São Paulo (8.7%).

 

Domestic Services (8.2% of the PO) In the group of six areas, there was stability in both comparisons.

 

In the regional analysis, there was change only in the metropolitan area of Rio de Janeiro (6.5%). In comparison with September 2006, there was stability in all the areas.

 

Other services (Lodging and feeding, transportation, storage and communications, urban cleaning, associative, recreational, cultural and sports activities and personal services) (16.9% of the PO) – There was stability in both period analyzed. In the regional analysis, there were no changes in the monthly comparison. In relation to September 2006, there were decreases in Recife (11.1%) and Belo Horizonte (6.4%) and increases in Porto Alegre (9.7%) and Salvador (9.0%).

 

 

Categories of position in the activity

 

Workers WITH a private contract in the private sector (except domestic workers, military and civil servants and others) (42.8% of the PO)There was stability in relation to August 2007. In comparison with September 2006, there was increase of 6.9%, that is, 586 thousand persons more working with a formal contract.

 

In the regional analysis, there was stability. In relation to September 2006, there were increases in five areas: Recife (15.2%), Salvador (13.5%), Belo Horizonte (7.2%), Rio de Janeiro (6.5%) and São Paulo (6.0%). 

 

Workers WITHOUT a formal contract in the private sector (except domestic workers, military and civil servants and others) (13.8% of the PO) – There was stability in the month, and in relation to September 2006, decrease by 6.3%.

 

 

In the regional analysis, there was stability in all the metropolitan areas. In comparison with September last year, there were decreases in three areas: Recife (13.5%), Rio de Janeiro (8.9%) and São Paulo (7.6%).

 

 

Own-account workers (19.3% of the PO) In relation to last August, there was increase of 2.6%, and in relation to September 2006, increase of 4.1%.

 

In the regional analysis, there was change only in Porto Alegre (9.5%). In the annual comparison, there was increase in the metropolitan area of São Paulo and decreases in Recife (9.8%) e Rio de Janeiro (6.5%).
