In December 2006, the National Construction Index changed by 0.45%

The national Index of Construction closed the year of 2006 with change of 0.45%, 0.10 percentage points above the one registered in November (0.35%). With this result, the index accumulated in 2006 was 5.13%, 1.85 percentage points below the index accumulated in 2005 (6.98%).
The national cost by square meter changed from R$ 568.45, in November to R$ 571.00 in December, R$ 330.38 were relative to material; and R$ 240.62, to labor force.
The index of December (0.45%) was close to the one of December 2005 (0.48%), registering decrease of only 0.03 percentage points.
In December, material had a slight decrease of 0.06 percentage points. Labor force, with change of 0.56%, was higher than the rate of November (0.24%) in 0.32 percentage points.
Southeast Region registered the highest increase in December
The Southeast Region stood out in December, with the regional index changing 0.65%, influenced by wage readjustments in Minas Gerais. The index of the North Region, influenced by wage readjustment in Roraima and Amapá, had the second major change (0.50%).
The other monthly changes were the following: 0.38% in the Northeast; 0.30% in the Central West and 0.04% in the South.
The Northeast Region closed the year of 2006 with the more pronounced accumulated index (6.41%), followed, in decreasing order, by the North (5.77%); Central West (4.96%); Southeast (4.80%) and South Region (3.73%).
The regional costs were the following: R$ 609.29 (Southeast); R$ 567.92 (South); R$ 555.86 (North); R$ 542.88 (Central West) and R$ 529.67 (Northeast).
Among the states, Amapá, Minas Gerais and Roraima stood out
Amapá (5.35%), Minas Gerais (2.60%) and Roraima (1.82%) registered the major monthly changes in December, showing the wage readjustments of the labor force. The other state indexes were 0.03% (Paraná) and 0.56% (Piauí and Pernambuco).
These results are calculated monthly by IBGE through a partnership with Caixa Econômica Federal, based on the Sinapi (National System for the Survey of Civil Construction Costs and Indexes).
Sinapi, created in 1969, has as objective the production of information of costs and indexes in a systematic way and with national coverage, willing the elaboration and evaluation of budgets, monitoring of costs, material adjustment and investment program.
In 2002, the National Congress approved through the Budget Guidelines Law (LDO), the use of Sinapi as a reference for the delimitation of the costs of public constructions.
