Unemployment rate was 9.5% in November

The unemployment rate registered by the Monthly Employment Survey of the IBGE was stable in November (9.5%) compared to October (9.8%) and compared to November 2005 (9.6%).  The average real income of November (R$ 1,056.60) increased by 0.6% in relation to October, amounting to a gain of approximately 5.7% in one year.  Employment with a formal contract was stable in the monthly comparison but in relation to November 2005, an increase of 6.0% was recorded, which equals more 487 thousand jobs in this class of activity.   The number of unemployed persons (2.2 million) registered stability in the monthly and annual comparisons, in the total of the six areas.  There was no change in the number of employed persons in relation to October, but in the annual comparison, there was increase of 3.0%, representing the entrance of approximately 600 thousand persons in the labor market, in the total of the surveyed areas.

UNEMPLOYMENT RATE WAS STABLE IN ALL THE AREAS

In November 2006, the unemployment rate was 9.5% for the total of the six surveyed areas, presenting stability in the comparison with October (9.8%).  In relation to November 2005 (9.6%), the scenario was also of stability. In the analysis by areas, in the comparison with October, no change was observed in none of the surveyed areas. In the comparison with November 2005, the metropolitan areas of Recife (14.7% to 12.4%) and of Salvador (15.0% to 13.2%) registered decrease in this estimate.

NUMBER OF UNEMPLOYED PERSONS WAS STABLE IN BOTH COMPARISONS

The Monthly Employment Survey registered stability in the number of unemployed persons (2.2 million), in the comparison with October and in the comparison with November 2005 in the total of the six surveyed areas.  In the analysis by areas, in the comparison with October 2006, there was no change in none of the surveyed metropolitan areas. Comparing with November 2005, it can be observed growth in the metropolitan area of São Paulo (10.8%) and decrease in Recife (12.2%).

Among the unemployed persons, 54.9% were women, 8.1% had between 15 and 17 years old, 38.0% had between 18 and 24 years old, 46.9% between 25 and 49 years old and 6.4%, 50 years old or more. In this total, 19.6% were searching for their first job and 25.4% were the main responsible for their families.  In relation to the period of search: 20.3% were searching for a job for a period not above 30 days; 47.9%, for a period from 31 days to 6 months; 10.9%, for a period of 7 to 11 months; and  20.9%, for a period of at least 1 year.  The scholarship of the unemployed persons increased.  In November 2003, 47.4% of the unemployed persons had concluded at least the secondary instruction, in November 2004, 48.6%, percentage which reached 50.3% in November 2005, and, in this survey, the number was 52.5%.

MORE THAN 600 THOUSAND EMPLOYED PERSONS COMPARED TO NOVEMBER 2005

The number of employed persons, estimated in 20.7 millions in November 2006, did not present change in the comparison with the month of October.  In relation to November 2005, the employment increased by 3.0%, approximately 600 thousand persons.

In the analysis by areas, in relation to October 2006, the number of employed persons registered change only in the metropolitan areas of Salvador (2.6%).  In the annual comparison, the metropolitan areas of Recife (6.4%), Salvador (4.2%), Belo Horizonte (5.6%) and São Paulo (3.6%) had change in the number of employed persons.  In the other areas no change was observed.

Regarding the level of employment (1) (51.9%), the result was of stability compared to October and hike in the comparison with November 2005 (0.6 percentage points).  In the analysis by areas, only the metropolitan areas of Salvador (1.2 p.p.) changed in the monthly comparison.  In the annual comparison, only Recife (2.4 p.p.) and Belo Horizonte, (1.8 p.p.) increased.

Men represented, in November 2006, 55.8% of the employed population, while women, 44.2%. The population from 25 to 49 years old was 62.9% of the total employed persons.  The percentage of employed persons in November 2006, with 11 years or more of study, was 52.5%.  The proportion of persons working in enterprises with 11 or more persons was 56.5%; with 6 to 10 employed persons 6.5%; and up to 5 employed persons, 37.0%.

According to the Monthly Employment Survey, 48.4% of the employed population had, in November 2006, 40 to 44 weekly hours of work and approximately 34.2%, over 45 weekly hours. On the average, according to the survey, 67.0% of the workers, in the six surveyed areas, were in that work for at least 2 years; 11.5% from 1 year to less than 2 years; 19.7% between one month and one year and only 1.8% for less than one month.

Analysis of results in relation to the main groups of activities
• Mining and quarrying, manufacturing industry and distribution of electricity, gas and water: (17.7% of employed population).  The number of employed persons in this group of activity was stable in relation to October 2006 as well as in relation to November 2005, for the total of the six areas.  In the analysis by areas, no change was observed, in both comparisons. 
• Construction (7.3% of the employed population).  In the total of the six areas, in both comparisons, the number of employed persons in this group was stable.  In the analysis by areas, no change was observed in this group in none of the surveyed areas, in relation to October.  Compared to November 2005, the metropolitan area of Belo Horizonte changed (11.8%).  
• Trade, repair of automotive vehicles and of personal and domestic objects and retail fuel trade (19.6% of the employed population) The number of employed persons in this group of activity registered stability compared to October and growth in comparison to November 2005 (3.3%),  for the total of the six areas.  In the analysis by areas, change was observed in this group, in relation to the previous month, in the metropolitan area of Rio de Janeiro (-6.4%).  In the comparison with November 2005 change was registered in the metropolitan area of São Paulo (6.5%).
• Services rendered to companies, rents, real estate activities and financial mediation (14.4% of the employed population) The number of employed persons in this group of activity did not  change in the monthly comparison but in relation to the previous year increased by 6.0%, for the total of the six areas.  In the analysis by areas, in comparison with the previous month, an increase of 10% was observed in the metropolitan area of Recife.  In the comparison with November 2005, Salvador registered increase of 20.4%. 
•  Education, health, social services, public administration, defense and social security (15.1% of the employed population) In the total of the six areas, in both comparisons, the number of employed persons in this group was stable. In the analysis by areas, compared to October, no change was observed in none of the surveyed areas.  In the annual comparison hike was registered in the metropolitan area of Belo Horizonte (10.1%).
• Domestic services (8.2% of the employed population). The number of employed persons in this group of activity, in the total of the six areas, was stable in both comparisons.  In the analysis by areas, no change was observed in this group in none of the surveyed areas, in the comparison with the previous month.  In Recife, positive change was observed (19.9%) in the comparison with November 2005. 
• Other services (lodging, transportation, urban sanitation and personal services): (17.1% of the employed population)
The number of employed persons in this group of activity was stable in relation to October and registered a positive change compared to November 2005 (4.5%), in the total of the six areas.  In the analysis by areas, in the monthly comparison, only the metropolitan area of Recife changed (8.2%).  In relation to November 2005, the scenario was of stability in this estimate in all the surveyed areas.


Analysis of classes of workers in the labor market

• Employees WITH a formal contract in the private sector (2) (41.5% of the employed population) In relation to October 2006, the number of workers in this category was stable. Compared to November 2005, a positive change of 6.0% was observed, which means an increase of approximately 487 thousand persons working with a formal contract.  In the analysis by areas, regarding the monthly comparison, the metropolitan area of Salvador increased (4.0%).  In relation to November 2005, there was change in the metropolitan areas of Salvador (10.5%), Belo Horizonte (6.0%) and São Paulo (9.5%).
• Employees WITHOUT a formal contract in the private sector (2) (14.8% of the employed population).  The number of workers in this category was stable in both comparisons. In the analysis by areas, in both comparisons, stability was observed in all the surveyed areas.
• Own-account workers (19.5% of the employed population) Stability was observed in the total of workers in this category in the monthly comparison and a hike of 3.6% was observed in relation to November 2005.  In the analysis by areas, the scenario was of stability in all the areas in the monthly comparison.  In the comparison with November 2005, increase of 9.1% was observed in the metropolitan area of Porto Alegre.

Income of classes of workers in the MONTHLY comparison

For the total of the six areas, the following scenario was observed:
•  Employees with a formal contract in the private sector.  A hike of 0.7% was observed with an average estimated income of R$ 1,042.40, in relation to October.  In the metropolitan areas of Salvador (6.8%) and São Paulo (2.7%) increases in the income of this category were observed.  In the metropolitan areas of Recife (-0.6%), Belo Horizonte (-3.1%), Rio de Janeiro (-2.3%) and Porto Alegre (-0.6%) there was decrease in the income.
  
• Employees without a formal contract in the private sector, Decrease was observed (-1.5%) in the average income, estimated in R$ 699.90 in November 2006.  In the metropolitan areas of Salvador (-16.7%) Belo Horizonte (-3.1%), Rio de Janeiro (-4.0%) and Porto Alegre (-5.8%) decreases in this category were observed.  Only in the metropolitan area of São Paulo (1.0%) gain was registered and Recife had stability.

•  Own-account workers, there was a positive change of 3.8%, with the average income changing from R$ 838.22 to R$ 870.20. All the metropolitan areas had gains: Recife (3.3%), Salvador (7.0%), Belo Horizonte (5.9%), Rio de Janeiro (0.8%), São Paulo (4.8%) and Porto Alegre (2.7%).

Income of classes of workers in the ANNUAL comparison


• For the total of the six areas, the income of employees with a formal contract in the private sector, estimated in R$ 1,042.40 had recovery of 5.5% in relation to November 2005. The workers of the metropolitan areas of Recife (12.3%), Belo Horizonte (6.6%), São Paulo (7.9%) and Porto Alegre (5.4%) had gain in the income.  The metropolitan area of Rio de Janeiro had decrease (-0.5%) and Salvador had stability in the income.
• For the total of the six areas, the category  employees without a formal contract in the private sector had hike in the income of 2.0%, changing from R$ 685.87 to R$ 699.90.  The workers of the metropolitan areas of Recife (8.2%), Salvador (12.4%), Belo Horizonte (6.8%) and São Paulo (7.9%) had gain in the income.  In the metropolitan areas of Rio de Janeiro (-13.3%) and Porto Alegre (-4.2%), there was decrease.
• For the total of the six areas, in the category own-account workers, the income had recovery (8.3%).  In the metropolitan areas of Belo Horizonte (10.9%), Rio de Janeiro (3.4%), São Paulo (12.1%) and Porto Alegre (18.3%), the scenario was of recovery. An opposite trend was observed in Recife and Salvador, (-5.1% and -1.0%), in this order. 

Analysis of the average income of workers by groups of activity

In the comparison with October 2006, it could be observed:
• increase in the average real income usually earned by workers in the following groups of activity: construction (1.3%); trade, repair of automotive vehicles and of personal and domestic objects and retail fuel trade (2.0%); education, health, social services, public administration, defense and social security (2.2%); domestic services (2.6%) and other services (0.5%).                  
• decrease in the average real income usually earned by workers in the following group of activity: services rendered to companies, rents, real estate activities and financial mediation (-1.4%);
• stability in the average real income usually earned by workers in the following groups of activity: mining and quarrying, manufacturing and distribution of electricity, gas and water.

In the comparison with November 2005, it could be observed:
• increase in the average real income usually earned by workers in the following groups of activity: mining and quarrying, manufacturing and distribution of electricity, gas and water
•  (7.0%); construction (5.3%); trade, repair of automotive vehicles and of personal and domestic objects and retail fuel trade (4.9%); services rendered to companies, rents, real estate activities and financial mediation (1.8%); education, health, social services, public administration, defense and social security (8.1%); domestic services (9.1%) and other services (7.8%).


ACTIVE-AGE POPULATION (PIA)

The PME estimated in November 2006, a total of approximately 39.9 million persons in active-age for the total of the six metropolitan areas encompassed in the survey.  This estimate did not change in relation to October.  In the comparison with November 2005, the increase was of 1.8%, which means, an increase of 724 thousand persons in active-age.  In the analysis by gender, it could be observed that women were, in November 2006 the majority of the population in active-age (53.3%), while men, 46.7%.  The population in active-age was distributed in the following way, according to the age group: 9.2% from 10 to 14 years old, 5.8% from 15 to 17 years old, 14.4% from 18 to 24 years old, 44.4% from  25 to 49 years old and the population of 50 years old and more was 26.2%.  The group of youngsters from 16 to 24 years old represented, in November 2006, 18.3% of the PIA.

ECONOMICALLY ACTIVE PERSONS (PEA) (3)

The number of persons in the labor force was estimated, for the total of the six areas, in November 2006, in 23.0 million persons, presenting stability in relation to October.  In the comparison with November 2005 an increase was registered (2.9%), which means, 653 thousand persons.

In the analysis by areas, in the comparison with October, only in the metropolitan areas of Salvador could be observed increase in the number of economically active persons (2.0%).  Compared to November 2005, changes were observed in the metropolitan areas of Recife (3.6%), Belo Horizonte (5.5%) and São Paulo (4.3%).  The metropolitan areas of Salvador, Rio de Janeiro and Porto Alegre did not have changes.  In the analysis by gender, it could be observed that men continued to represent, in November 2006, the majority of the economically active population (54.7%).  The distribution of the economically active population by age group showed that: 0.3% were in the age group from 10 to 14 years old; 2.4%, from 15 to 17 years old; 18.1%, from 18 to 24 years old; 61.4%, from 25 to 49 years old and 17.8%, from 50 years old or more.  The group of youngsters from 16 to 24 years old represented, in November 2006, 20.2% of the PEA.  Among the economically active, 45.8% were the main responsible for the household.
