The Index was lower than in October (0.75%), similarly to the rates accumulated in the year (5.31%) and in the last twelve months (6.22%). Transportation was the main responsible for the deceleration.

The Extended National Consumer Price Index (IPCA) of November changed by 0.55%, and was below the October figure (0.75%). The index accumulated in the year was 5.31%, a percentage inferior to the 6.68% registered in the same period in 2004. The index accumulated in the last twelve months was 6.22%, also below the immediately previous twelve months (6.36%). In November 2004 ,the monthly rate was 0.69%.

The decrease of IPCA this month is a consequence of the deceleration of prices related to Transportation: in October, the group reached 2.21% and accounted for 65% of the index. In November, the index for this group was only 0.66%.

After price rises related to readjustments in refineries in September (3.36%) and October (4.17%), gasoline had residual change of 0.83%. Alcohol, which had risen by 10.48% in October, presented more moderate price rises: 2.52%.

Besides fuels (from 5.35% in October to 1.15% in November), the lowest rise of rates of airplane tickets (from 11.06% to 5.04%) and urban bus fares (from 1.10% to 0.64%) caused the expenses with transportation to rise less. The change for urban bus fares was 0.64%, due to the following areas: Goiânia (9.09%), Recife (5.35%) and Salvador (1.80%). In Goiânia, the readjustment was 20%, on October 12; in Recife, 10% on November 11; in Salvador, 13.3%, since October 1.

There were significant changes in other items from one month to the other. The main impact (0.06 percentage point) was electricity, with 1.30% (versus 0.51% in October). The increase was mainly due to rises of taxes in the metropolitan areas of: Rio de Janeiro (5.15%), Fortaleza (3.37%) and Porto Alegre (2.17%). In the group food products and beverages, the rate changed from 0.27% to 0.88%.

Among the areas surveyed, the highest index was registered in Goiânia, where food products rose by 1.66%, especially due to products such as potatoes (81.31%) and tomatoes (66.80%). Other food products – crystallized sugar (11.06%) and meats (3.74%) also rose to levels above those of other areas.
