In October, unemployment rate was stable (9.6%)

From September to October, the unemployment rate remained stable, repeating the same rate of the previous month (9.6%). In relation to October 2004 (10.5%), this estimate fell by 0.9 percentage points.

From September to October, the unemployment rate remained stable, repeating the same rate of the previous month (9.6%). In relation to October 2004 (10.5%), this estimate fell by 0.9 percentage point. Among the areas, only Porto Alegre changed (-0.9 percentage point) in the comparison with September, due to the reduction of 11.6% in the total of unemployed.

The labor force participation rate (56.8%) continued stable in the comparison with September, nevertheless, compared to October 2004, this indicator fell by 0.6 percentage point. Once again the reduction was a consequence of the diminishment in the total of unemployed.

No significant change in relation to September was registered in the total of workers in the surveyed areas. The total of workers with a formal contract, by its way, increased by 4.2% in the annual comparison.

The average real income estimated in R$ 966.10, fell by 1.4%. Nevertheless, in relation to October 2004, income increased by 1.8%.


UNEMPLOYMENT RATE

 

In October 2005, the unemployment rate for the total of the six surveyed areas was estimated in 9.6%. The indicator continued stable, for the fourth consecutive month, in the monthly comparison. In relation to October 2004, when the indicator changed by 10.5%, there was a downward movement of 0.9 percentage points.

In the analysis by areas, only Porto Alegre changed, recording 8.4% in September against 7.5% in October. This result is due to the reduction in the total of unemployed persons, associated to stability in the number of employed persons.

 

Belo Horizonte (from 9.6% to 8.5%) and São Paulo (from 11.2% to 9.6%) fell compared to October 2004. In Recife, the unemployment rate increased (from 12.1% to 14.3%). In the other areas, the scenario was of stability.

EMPLOYED POPULATION

In October, the total of employed persons, in the six metropolitan areas, was estimated in 20.1 million. In relation to September, the indicator remained stable, nevertheless, compared to October 2004, an increase of 2.1% was observed, which means more 415 thousand persons in the year.

Regarding the analysis by areas, in the monthly comparison, stability was observed in all the investigated areas. In relation to October 2004, Belo Horizonte (2.8%) and São Paulo (3.0%) increased. In the other areas, there was stability.

In the total of the six surveyed areas, regarding the level of employment (51.4%), the results showed stability in the labor market in both comparisons. In the analysis by areas, the scenario was also of stability in both comparisons.

The employment rate [2], estimated in 90.4% in October 2005, did not change in the monthly comparison. In relation to October 2004, increase of 0.9 percentage points was observed.

Men represented, in October 2005, 56.2% of the employed population, and women, 43.8%. The population from 25 to 49 years old represented 63.7% of the total of the employed population and the percentage of employed persons with 11 years old or more of schooling reached 50.6%.

The size of the enterprise is another characteristic observed by the survey, which estimated in 56.3% the proportion of people working in enterprises with 11 and more persons. In enterprises with 6 to 10 employed persons, this proportion was 6.6%, and in those up to 5 employed persons, 37.1%.

In October 2005, 47.2% of the employed population had 40 to 44 weekly hours of work and 33.9%, more than 45 weekly hours of work.

On average, according to the survey, 67.3% of the workers, in the six surveyed areas, had that job for at least two years; 11.3% from 1 year to less than 2 years; 19.6% between one month and one year; and only 1.8% were working for at least one month.

Employed population by main groups of activity

 

  • Mining and quarrying, manufacturing and distribution of electricity gas and water

 

(17.8% of the employed population). In the total of the six areas, in both comparisons, the total of employed persons in this group was stable. In the analysis by areas, there was not significant change in the investigated areas in both periods.

 

 

 

  • Construction

 

(7.2% of the employed population). The total of employed in this group, in the total of the six areas, was stable in both comparisons. In the analysis by area, no significant change was observed in the researched areas in relation to September of this year. However, in the annual comparison, Rio de Janeiro was the only area with change (9.0%), with approximate increase of 34 thousand workers.

 

 

  • Trade,

 

repair of automotive vehicles, personal and domestic objects and retail fuel trade (19.7% of the employed population). There was stability in relation to September 2005. In the comparison with October 2004, the survey indicated growth of 4.1%, approximately 154 thousand persons. By areas, Recife (7.8%) and Rio de Janeiro (5.5%) indicated increase in relation to September. In the annual comparison, only Rio de Janeiro increased (8.2%, i.e., approximately 74 thousand workers).

 

 

  • Services rendered to companies, rents, real estate and financial mediation

 

(14.3% of the employed population). This group continued stable in relation to September 2005 and increased 4.9% in comparison with October 2004. In the analysis by areas, no area had a significant change in relation to September of this year. In the comparison with October 2004, Belo Horizonte (16.6%) and Porto Alegre (10.7%) increased.

 

 

  • Education, health, social services, public administration, defense and social security

 

(15.7% of the employed population). Compared to September, no significant change was recorded in the total of the six areas, nonetheless, in relation to October 2004, there was growth of 4.3%. São Paulo was the only area which increased in both comparisons: compared to September, it increased 6.2%, which means an increase of approximately 67 thousand persons; in the comparison with October 2004, it changed 7.9% (approximately 84 thousand persons).

 

 

 

  • Domestic services

 

(8.0% of the employed population). In both comparisons no significant change was observed. In the comparisons with the estimates of September 2005, stability was observed in all the surveyed areas. In the annual comparison, a significant change was only observed in Rio de Janeiro (-8.7%).

 

 

  • Other services (lodging, transportation, urban sanitation and personal services)

 

(16.8% of the employed persons). The results showed, for the total of the six areas, a scenario of stability in both comparisons. In the analysis by areas, there was not change in any area in both comparisons.

Employed population according to classes of workers in the labor market

Employees WITH a formal contract in the private sector1

(40.1% of the employed population). The total of workers in this group in the labor market continued stable in relation to September 2005. Compared to October 2004, there was a change of 4.2%, which means an increase of approximately 326 thousand persons. In the analysis by areas, in the monthly comparison, only Belo Horizonte (3.6%) changed. In relation to October 2004, the areas that changed were Belo Horizonte (7.2%), São Paulo (4.1%) and Porto Alegre (8.1%).

Employees WITHOUT a formal contract in the private sector1

(15.7% of the employed population). There was not change in the total of the six areas in none of the comparisons. In the monthly comparison, the scenario was of stability in all the metropolitan areas. In relation to October 2004, only Salvador (12.8%) changed.

Self-employed workers

(19.5% of employed population). This estimate continued stable in relation to September 2005 as well as in relation to October 2004. In the analysis by areas, in the monthly comparison, there was change only in Belo Horizonte (-7.4%) and, in the annual comparison, only in Salvador (-11.4%).

PERSONS AT ACTIVE-AGE (PIA)

In October 2005, PME estimated in 39.1 million the total of persons at active-age (persons 10 years old and over) in the six metropolitan areas. This estimate changed by 0.3% in relation to September 2005. In the comparison with October 2004, the increase was 2.1%, which means an increment of 806 thousand persons at active-age.

In the analysis by sex, women represented, in October 2005, the majority of the population at active-age (53.1%), and men, 46.9%. By age group, the active-age population was distributed in the following way: 9.2% from 10 to 14 years old; 6.1% from 15 to 17 years old; 14.7% from 18 to 24 years old; 44.7% from 25 to 49 years old; and 25.3% among those that were 50 years old and over. The group whose age ranged from 16 to 24 years old, target population of the First Job Program, represented, in October 2005, 18.8% of the PIA.


ECONOMICALLY ACTIVE PERSONS (PEA)

In October, the PME indicated a total of 22.2 million persons economically active (seeking to join the labor market). In relation to September 2005, there was not change and, compared to October 2004, this estimate increased by 1.1%.

The labor force participation rate (proportion of economically active persons in relation to the number of persons of 10 years old and over) was estimated in 56.8%, remaining stable in the monthly comparison. In relation to October 2005, there was a decrease of 0.6 percentage points, due mainly, to the reduction in the total of unemployed persons (-7.3%).

Men represented, in October 2005, the majority of the economically active population (55.0%), and women, 45.0 %.

By age group, the result of October was the following: 0.3% were in the group from 10 to 14 years old; 2.5%, from 15 to 17 years old; 18.2%, from 18 to 24 years old; 62.0%, from 25 to 49 years old and 17.1%, from 50 years old and over. The youth group from 16 to 24 years old, target population of the First Job Program, represented, in October 2005, 20.2% of the PEA.

Among the areas, in the comparison with September, the total of economically active persons continued stable in all the metropolitan areas.

Among the economically active, 46.7% were the head of the household.

UNEMPLOYED PERSONS (PD)

In October, the PME registered a total of 2.1 million unemployed persons. This indicator remained stable in relation to September 2005, nevertheless, compared to October 2004, a fall of 7.3% was recorded.

In the analysis by areas, in the comparison with September 2005, there was change only in Porto Alegre (-11.6%). In the other areas, the scenario was of stability. In relation to October 2004, there was change in the total of unemployed in the metropolitan areas of Recife (22.6%) and São Paulo (-13.8%). In the other areas, the scenario was of stability.

Among the unemployed persons, women continued to be the majority (56.2%) in October 2005.

Regarding the age group, 8.6% of the unemployed persons were between 15 to 17 years old; 37.6% between 18 to 24 years old; 46.8% between 25 to 49 years old and 6.5%, 50 years old and over. Besides this, 19.6% were searching for their first job and 27.3% were head of the household.

Regarding the period of search, 20.2% had been searching for a job for a period not superior to 30 days; 43.6%, for a period from 31 days to 6 months; 12.5%, for a period of 7 to 11 months; and 23.7%, for a period of at least one year.

In October 2002, 36.2% of the unemployed had at least completed high school; in October 2003, 38.8%; percentage which reached 43.1% in October 2004; and 45.4% in October 2005.

NON-ECONOMICALLY ACTIVE POPULATION (PNEA)

In October 2005, the non-economically active population not classified by the survey as employed or unemployed was estimated in 16.9 million, for the total of the six metropolitan areas investigated. This indicator was stable in relation to September 2005. Compared to October 2004, the survey observed increase of 3.4%, approximately 560 thousand persons.

In the PNEA, 63.9% were women and 36.1% men, whereas among the economically active, women represented 45.0% and men 55.0%.

The populations with less than 18 years old and with 50 years old and over represented, respectively, 31.8% and 36.1% of the economically active population and only 2.8% and 17.1%, of the PEA.

In the total of the PNEA, 16.2% were willing to work and were available to start a job if they could find one. Nevertheless, only 5.8% worked or were searching for a job in the previous year (marginally connected to PEA). Regarding schooling, 80.0% had not finished high school.

AVERAGE REAL INCOME [5]

The survey estimated, for the total of six areas, a value of R$ 966.10 regarding the average real income usually earned. This result when compared to September 2005 fell by 1.4%. In the comparison with October 2004, the scenario was of recovery (1.8%).

In the analysis by areas, in the monthly comparison, there was reduction in the three investigated areas: Recife (-6.6%), Belo Horizonte (-2.7%) and São Paulo (-2.7%). Salvador and Porto Alegre remained stable. Income only increased in Rio de Janeiro (2.4%).

In relation to the income received in October 2004, the analysis by areas revealed a recovery in the workers income in the areas of Recife (3.8%), Salvador (8.9%), Rio de Janeiro (4.3%) and Porto Alegre (1.8%). In Belo Horizonte and São Paulo the scenario was of stability.

Income of the employment position categories in the MONTHLY comparison:

 

  • Decrease

in the income of the employees with a formal contract in the private sector (-2.9%), with an average income estimated in R$ 955.40 in October compared to R$ 983.75 in September. There were losses in Recife (-4.0%), Salvador (-3.0%) and São Paulo (-5.1%). The other areas recovered: Belo Horizonte (0.4%) Rio de Janeiro (0.8%) and Porto Alegre (0.9%);

  • Recovery

in the income of the category of the employees without a formal contract in the private sector, with the average income estimated in R$ 640.80 in October compared to R$ 617.20 in September. The increase was of 3.8%. Only Recife (-0.9%) and Belo Horizonte (-1.0%) had losses in the income of this category. In the other areas, the scenario was of recovery: Salvador (6.2%), Rio de Janeiro (12.6%), São Paulo (1.7%) and Porto Alegre (2.0%);

  • Loss

in the income for the category of self-employed workers in October, whose change was (-0.5%), with the average income changing from R$ 804.14 to R$ 799.80. The workers of the metropolitan areas of Salvador (-1.2%), Belo Horizonte (-13.3%) and Rio de Janeiro (-2.0%) had reduction in the income. On the other hand, Recife (12.2%), São Paulo (1.1%) and Porto Alegre (2.2%) had gain.

  • Reduction

in the income of employees with a formal contract in the private sector (-1.0%), with the average income changing from R$ 965.16 to R$ 955.40, due to the reduction in São Paulo (-4.9%). The other areas recovered: Recife (3.3%), Salvador (6.2%), Belo Horizonte (3.5%), Rio de Janeiro (2.7%) and Porto Alegre (5.2%);

  • Recovery

in the category of the employees without a formal contract in the private sector (7.3%), with an average income changing from R$ 597.36 to R$ 640.80. All the areas had gain in the income: Recife (1.8%), Salvador (17.0%), Belo Horizonte (4.2%) Rio de Janeiro (16.0%), São Paulo (5.0%) and Porto Alegre (3.7%);

  • Recovery

in the category of self-employed workers (3.8%), with the average income changing from R$ 770.40 to R$ 799.80. Only Belo Horizonte (-9.1%) registered loss. In the other areas, there was recovery in this category: Recife (20.2%), Salvador (17.7%), Rio de Janeiro (4.1%), São Paulo (1.1%) and Porto Alegre (10.0%).

[4] Persons were classified as being unemployed because they were not working, were willing to work in the reference week and had taken an effective move to get a job within the thirty previous days of the week they answered the survey.

[5] Income usually earned. The deflator used for the calculation of the real income for each area is the Consumer Price Index of the metropolitan area released by IBGE. In order to calculate the income of the total of the six metropolitan areas covered by the survey, the deflator is the weighed average of the price indexes of these areas. The weighing variable is the resident population in the urban area of the metropolitan area.
