National Index of Civil Construction changes by 0.23% in March

The National Index of Civil Construction (Sinapi), calculated by IBGE in partnership with CAIXA, changed by 0.23% in February, being 0.05 percentage points above the February rate (0.18%). Considering the quarter between January and March, the result was 0.62%. In the last twelve months, the rate was 5.26%, below the 5.67% registered in the previous twelve-month period. The national cost of construction per square meter moved from R$ 916.85, in February, to R$ 918.95, in March: R$ 500.16 relative to materials and R$ 418.79 to labor force.
The share relative to labor force registered a change of 0.19%, 0.01 percentage points above the previous month (0.18%). Labor force recorded a change of 0.28%, rising 0.10 percentage points in relation to February (0.18%). The cumulative rates over the year are 0.57% (material) and 0.68% (labor force). The cumulative rate over twelve months stood at 3.00% (materials) and 8.04% (labor force).
South Region boosts civil construction in March
With a change of 0.72%, the South Region recorded the biggest change in March. The other figures were: 0.23% (North), 0.36% (Northeast), 0.01% (Southeast) and 0.08% (Central-West Region). The regional costs, per square meter, were: R$ 932.72 (North); R$ 858.03 (Northeast), R$ 957.00 (Southeast); R$ 937.07 (South) and R$ 931.75 (Central-West Region).
Maranhão was the state with the highest monthly change
Due to the pressure from salary increases following a collective work agreement, Maranhão registered the highest monthly change: 2.42%. It was followed by Rio Grande do Sul, which, due to salary advance of the civil construction workers in the state, presented a rate of 1.54%.
Without payroll exemption
When the payroll exemption, according to Law 12 844, enacted on July 19, 2013, is not considered, the change in March also stays at 0.23%, the cumulative rate between January and March moved to 0.61% and in the last twelve months was set at 5.42%. The national cost of construction per square meter, in March was R$ 983.33: R$ 500.20 relative to materials and R$ 483.13 to labor force.
SINAPI, created in 1969, has the purpose of producing information on costs and indexes in a systematic way and with a national coverage, in order to elaborate and evaluate budgets as well as monitor costs.
