Today, March 18, IBGE and the Ministry of Health received the prize Bloomberg Awards for Global Tobacco Control. This prize is a recognition for organizations that made progress in monitoring, preventing, protecting and controlling the epidemic use of tobacco, as proposed by the MPOWER plan.

MPOWER is a package of policies and actions of the World Health Organization (WHO) to reverse smoking worldwide. In order to implement the plan, countries should:

  • Monitor: Monitor tobacco use and prevention policies
  • Protect: Protect the population from tobacco smoke
  • Offer: Offer help to cease smoking
  • Warn: Warn of the dangers of tobacco
  • Enforce: Enforce the ban on advertisement, marketing and sponsoring
  • Raise: Raise the taxes on tobacco

By enclosing the module on smoking in the National Survey of Health (PNS) 2013, IBGE and the Ministry of Health proceeded with the investigations started in 2008 by means of the Special Survey of Tobacco Use (PETab). PETab had already pioneered taking the field and improving the questionnaire on smoking coordinated by the Center for Disease Control and Prevention, receiving a recognition prize in 2009.

The continuous investigation provided by PNS reinforces the commitment of IBGE and the Ministry of Health on producing high quality statistics, which underlay the development of policies to monitor and prevent the use of tobacco in Brazil - the letter M of the MPOWER package - and serve as a model for other countries and organizations. The first results of PNS, including information on the smoking module and other subjects, are available on link:

The award ceremony took place in the 16th World Conference on Tobacco or Health, in Abu Dhabi. The prize was received by the manager of PNS, Maria Lúcia Vieira, on behalf of IBGE, and by the Minister of Health, Arthur Chioro.
