IPCA stays at 0.18% in November

The Extended National Consumer Price Index (IPCA) of November changed 0.18% and stayed below October's 0.26%, becoming the lowest index for the months of November since 1998, when it recorded a drop of 0.12%. As a result, the cumulative index in the year stood at 5.97%, well below the 9.62% of the same period a year ago. Considering the last 12 months, the index went to 6.99%, below the 7.87% recorded over the 12 months prior to that period. In November 2015, the IPCA was of 1.01%. The changes of the nine groups of products and services surveyed ranged from -0.20% to 0.57%, while in the previous month the interval was bigger, from -0.13% to 0.75%. The groups household articles(-0.16%) and food and beverages (-0.20%) presented the lowest results in the monthly index.

In food and beverages, the decline went to -0.20%, whereas in October it had been -0.05%. Although the prices of food at home continued to fall (from -0.45% in October to -0.47% in November), the level was kept. In this subgroup, prices went up only in the Metropolitan Areas of Recife (0.53%) and of Porto Alegre (0.25%), as shown in the table below.

The biggest fall was in the price of carioca beans (-17.52%), followed by tomatoes (-15.15%) and potatoes (-8.28%).

Food away from home increased, but a lot less, decelerating from 0.75% to 0.33%, under the influence of meals away from home, which went form 0.77% to 0.19%.

In household articles (-0.16%), the decrease was influenced mostly by house appliances (-0.92%) and TV, sound and computer equipment (-0.92%).

The groups on the rise are health and personal care (0.57%), with a highlight to the item health insurance plan (1.07%), and personal expenses (0.47%), with a highlight to the item domestic workers (0.87%).

In electricity, under the group housing (0.30%), the change of 0.43% took into consideration the introduction of the yellow tariff flag, which substituted the green one, starting on November 1st, with an additional cost of R$1.50 for each 100 kilowatts-hour consumed. In addition, there was increase of 5.80% in energy bills in Brasília, due to the rise of 4.62% in force on October 22. In Rio de Janeiro, a fall of 3.57% reflected the reduction of 11.73% in one of the concessionaires starting on November 07. In Goiânia, there was decrease of 3.65%, due to the 8.83% reduction in the value of the tariff in force since October 22.

In gasoline, of the group transportation (0.28%), there was a 0.43% decrease, despite the increase of 4.71% in ethanol prices, which represents 27% of its composition and had the greatest individual impact of the month (0.04 p.p.). That is partly due to the reflex in the pumps of the 3.2% reduction established by Petrobras for the gasoline prices in force in refineries since October 15; in addition, there is the 3.1% reduction in force on November 08.

Still in transportation (0.28%), there was a significant change of 47.82% in the item fines, since penalties of traffic infractions had great increases since November 1st, due to the change, by means of federal law 13,281, in the Brazilian Traffic Code (CTB).

About the regional indexes, the highest was found in the Metropolitan Area of Recife (0.60%), with a 0.48% rise in food prices. Goiânia (0.31%) had the lowest index, due to the decrease of 3.65% in electricity, reflecting the 8.83% reduction in the value of the tariffs in force since October 22. Food at home (-0.87%) also contributed to the lowest result.

IPCA has been calculated by IBGE since 1980. It refers to families with monthly income of 01 to 40 minimum wages, whatever the source, and it encompasses ten Metropolitan Areas in the country, besides Brasília and the municipalities of Goiânia and Campo Grande. In order to estimate the index of the month, the prices collected from October 28 to November 30 of 2016 (reference) were compared with those in force from September 29 to October 27 of 2016 (base).

IPCA changes 0.07% in November

The National Consumer Price Index - INPC recorded a change of 0.07% in November and stood below the rate of 0.17% of October. With this result, the cumulative index in the year went to 6.43%, well below the 10.28% recorded in the same period of the previous year. Considering the last 12 months, the index stays at 7.39%, below the 8.50% recorded over the 12 months prior to that period. In October 2015, the INPC recorded 1.11%.

Food products had decrease of 0.31% in November, whereas in the previous month the decrease was of 0.06%. The group of non-food products changed 0.25%, below the 0.28% rate of October.

About the regional indexes, the highest was found in the Metropolitan Area of Recife (0.55%), with a 0.47% rise in food prices. Goiânia (0.40%) had the lowest index, due to the decrease of 3.72% in the item electricity, reflecting the 8.83% reduction in the value of the tariffs in force since October 22. Food at home (-0.90%) also contributed to the lowest result.
