CEMPRE 2013: Business entities represent almost 90% of the organizations and pay the lowest salaries

In 2013, business entities represented 89.9% of the 5.4 million enterprises and other organizations of the Central Register of Enterprises (CEMPRE) of IBGE. In five years, the contribution of enterprises, which were already predominant in 2008 (89.1%), increased by 0.8 percentage points (p.p.). Despite their predominance, in 2013, business entities paid the lowest average monthly salaries (R$ 1,889.29). The public administration bodies, on their turn, paid the highest average monthly salaries (R$ 2,987.09), followed by non-profit entities (R$ 2,016.42).
CEMPRE gathers registration information and economic records of enterprises and other organizations (public administration, non-profit entities, natural persons and extraterritorial institutions) formally settled in the country and their respective local branches (addresses of enterprises and other organizations).
The 5.4 million enterprises and other formal organizations of CEMPRE employed, in 2013, 55.2 million persons: 47.9 million (86.8%) with salaried persons and 7.3 million (13.2%) with partners or owners. Salaries and other compensation paid by these enterprises that year totaled R$ 1.3 trillion, and the average monthly salaries was of R$ 2,127.73, equivalent to 3.1 minimum wages. In the comparison with 2012, there was an increment of 3.8% in the total of enterprises and other active organizations (197.0 thousand). The total employed persons grew 3.3% (1.8 million): salaried employed persons increased 3.6% (1.6 million) and the number of partners or owners grew 1.9% (134.6 thousand). The total of salaries and other compensation increased 6.1%, whereas the average monthly salaries grew 3.7%, in real terms.
From 2008 to 2013, the enterprises and other organizations generated 9.5 million of new jobs: 22.3% in Trade; repair of motor vehicles and motorcycles; 12.5% in Administrative and support service activities and 12.0% in Construction.

Public administration has the highest average salary in the total compensation
In 2013, business entities represented 89.9% of enterprises and other organizations of CEMPRE, 76.1% of the total employed persons, 73.2% of the salaried employed persons and 64.3% of salaries and other compensation. In five years, the contribution of these entities, which was already predominant in 2008 (89.1%), increased by 0.8 percentage points (p.p.) in the total of active enterprises and other organizations. This increase exerted an impact of 2.3 p.p. in the economic variables, with an advance in the total employed persons (73.8% to 76.1%); of 2.9 p.p. in the salaried employed persons (70.3% to 73.2%); and of 2.2 p.p. in salaries and other compensation (62.1% to 64.3%).
The bodies of public administration, despite representing just 0.4% of enterprises and other organizations, absorbed 17.5% of the total employed persons, 20.2% of the salaried employed persons and paid 29.4% of salaries and other compensation. From 2008 to 2013, the contribution of public administration to the number of enterprises did not change (0.4%), but there was reduction in the other variables. In the case of total employed persons, the reduction was from 19.5% to 17.5% (-2.0 p.p.), in salaried persons, in 2008, to 20.2% (-2.4 p.p.) and in salaries and other compensation, from 31.3% to 29.4% (-1.9 p.p.). The non-profit entities, with 9.7% of enterprises and other organizations, were responsible for 6.4% of the total employed persons, 6.6% of the salaried employed persons and 6.3% of salaries and other compensation paid in the year, also presenting reduction in this variables between 2008 and 2013.

Organizations with more than 250 persons employed 54.1% of salaried persons
In 2013, of the total enterprises and other organizations, 87.9% had up to 9 employed persons, 10.3% had from 10 to 49 persons, 1.4% had from 50 to 249 people and 0.4% had 250 persons or over. Despite the predominance of the small-sized enterprises in the Brazilian business structure, those with 250 or more employed persons recorded the greatest contributions in the variables analyzed: total employed persons (47.0%), salaried employed persons (54.1%) and salaries and other compensations (69.0%).
In terms of salaries, the values are proportional to the company size. The highest average monthly salaries were paid by enterprises and other organizations with 250 persons or over (R$ 2,750.11), whereas the lowest values, by those with up to 9 employed persons (R$ 1,120.25).
Trade absorbed 22.3% of jobs generated between 2008 and 2013
From 2008 to 2013, enterprises and other organizations generated 9.5 million new jobs: 22.3% in Trade; repair of motor vehicles and motorcycles; 12.5% in Administrative and support service activities and 12.0% in Construction. Thus, the relative contribution to salaried employed persons rose in these activities, but the most significant growth occurred in the activity of Construction, which increased from 5.2% to 6.6% (1.4 p.p.). Trade; repair of motor vehicles and motorcycles grew from 18.4% to 19.1% (0.7 p.p.) and Administrative and support service activities went from 8.5% to 9.3% (0.8 p.p.).
Analyzing the growth of monthly average salaries between 2008 and 2013, of the 20 sections of economic activities, 11 registered real increases above the average of the period (14.2%). The highlights were the rises in Mining and quarrying (56.1%), Human health and social services (31.8%), and Construction (26.4%).
Northeast Region is the second in salaried persons, but the third in salaries
In regional terms, 5.4 million of active enterprises and other organizations in the country had 5.9 million of local branches. Out of them, 51.3% were in the Southeast Region (3.0 million), as well as 28.1 million employed persons (50.8%), 24.2 million salaried persons (50.5%) and R$ 727.5 billion (54.9%) in salaries and other compensation.
The South Region was the second one in participation in the number of local branches (21.6%) and in salaries and other compensation (16.0%). In the total employed persons, the South and Northeast Region stood in second place, with 17.8% each one; however, in relation to the salaried employed persons, the Northeast Region (18.3%) registered a higher percentage than the South Region (17.1%), although it contributed less in relation to salaries and other compensation (14.2%).
In CEMPRE organizations, gender pay gap is up again in 2013
In 2013, within the business sector, 57.0% of the salaried employed persons were men and 43.0%, women. The female contribution grew 2.6% in relation to 2009, when it was 41.9%. From 2012 to 2013, the rise in the number of women (4.2%) was higher than in that of men (3.1%), and the female contribution in the change of salaried employed persons was higher than that of men: whereas men contributed with 49.4% (814.5 thousand persons), women contributed with 50.6% (833.2 thousand persons). The female contribution was greater in the public administration (58.9%) and in the non-profit entities (55.1%), while in the business entities the majority of the salaried persons were men (62.3%).
In terms of salaries, in 2013, men received, on average, R$ 2,334.46 and women, R$ 1,855.37. That is, women's salaries were equivalent to 79.5% of men's salaries. This difference, which had reduced between 2011 and 2012 (25.7% to 25.3%), increased again between 2012 and 2013, going up to 25.8%.
According to schooling, in 2013, 18.5% of the salaried employed persons had finished higher education and 81.5% had not. In 2009, the proportion of the salaried persons with higher education was of 16.5%, which represents a change of 12.2% in relation to 2013. From 2012 to 2013, the participation of the salaried employees without higher education in the change of the salaried employed persons was of 60.2% (991.2 thousand persons), whereas the contribution of those with a higher education was of 39.8% (656.5 thousand persons).
The contribution of the salaried employed persons without higher education prevails in the business entities (88.9%), however, the participation of those with higher education has been increasing in all kinds of organizations, being more significant in the public administration (42.1%). The salary difference among the schooling levels decreased from 215.0% in 2012 to 209.8% in 2013. The salaried employed persons with higher education received, in 2013, on average, R$ 4,726.21, whereas the persons without higher education got R$ 1,525.36.
