In November, IPCA-15 stays at 0.85% - release updated at 9:45am

The Extended National Consumer Price Index 15 (IPCA-15)changed 0.85% in November and stayed 0.19 percentage points (p.p.) above the rate of 0.66% of October. In relation to the months of November, this was the highest rate since 2010, when it hit 0.86%. Staying at 9.42% in the year, this was the highest cumulative index between January and November since 1996, when it hit 9.70%. Considering this same period, the rate stood at 5.63% in 2014. Concerning the last 12 months, the index stayed at 10.28%, above that in the immediately previous 12 months (9.77%). It was the highest rate since November 2003, when the 12-month index reached 12.69%. In November 2014, the IPCA-15 was at 0.38%. The rise of 5.89%, which impacted 0.30 percentage points (p.p.), made fuel the main individual highlight in November. Responsible for 35% of the IPCA-15 and with an expressive weight of 5.01%, fuel leveraged the group of Transportation to the highest result in November, as shown in the following table.

Consumers started to pay 4.70% more for the liter of gasoline, which exerted an impact of 0.18 p.p. on the index, whereas ethanol, which became 12.53% more expensive, exerted 0.11 p.p.. The increase of gasoline at the pump, which registered 6.48% in October and November, was due to the increase of 6.00% practiced at the refinery level in force since September 30. This group also highlighted the urban bus fare (0.76%), as a result of the changes recorded in Belo Horizonte (5.77%), where the adjustment of 9.68% was once again practiced since October 25; Brasília (5.26%), where the fares were adjusted by 33.34% since September 20; and Fortaleza (2.92%), whose adjustment of 14.58% was in force since November 7.

Besides Transportation (1.45%), the group of Food and Beverages (1.05%) also pressed the result of the September´s index. Having impacted 0.27 p.p. and 0.26 p.p, respectively, they added up to 0.53 p.p. and were responsible for 62.00% of the IPCA-15.

Concerning food products, which rose 1.05%, those acquired for consumption at home increased 1.35%, far more than food away from home, which stayed at 0.52%. A number of important products in the expenses of families had their prices expressively risen between October and November. Among them, tomatoes (15.23%), crystallized (9.61%) and refined sugar (7.94%), rice (4.10%), whole chicken (3.96%), beer (3.35%), soybean oil (2.84%), fruit (2.14%), meat (1.71%) and French bread (1.03%).

In the group Communication, the rise of 1.04% was attributed to landline telephone, which rose 1.54%, and mobile telephone, which rose 1.85%.

Housing (0.74%) and Wearing Apparel (0.72%) reported similar figures. Having risen 0.95%, the item electricity stood out in the group of Housing. It was due to the increase of 2.32% in the fares of Rio de Janeiro, where the adjustment of 16.00% in the fares of one of the suppliers of its metropolitan area was in force since November 7, as well as to the increase of 0.79% in São Paulo, which complemented the adjustment of 15.50%, in force in the fares of one of its suppliers since October 23. Some other items in Housing stood out: condominium fees (1.34%), cleaning products (1.23%) and bottled gas (0.89%).

Personal hygiene products (1.21%) and health insurance (1.06%) influenced Health and Personal Care (0.66%), whereas hairdresser (1.02%) and banking services (0.73%) influenced the group of Personal Expenses (0,37%).

The lowest group figures were reported in Household Articles (0.07%) and in Education, which stayed at 0.03%.

The highest regional index was reported in Fortaleza (1.18%), influenced by the rise of 2.92% in the item urban bus, whose fares were adjusted by 14.58% since November 7. Food away from home (1.30%), above the national average (0.52%), also influenced the result. The metropolitan area of Porto Alegre (0.68%) registered the lowest index:

In order to estimate the IPCA-15, the prices collected from October 15 to November 12, 2015 (reference) were compared with the prices in force from September 15 to October 14, 2015 (base). The indicator refers to families with monthly income of 1 to 40 minimum wages and it encompasses the Metropolitan Areas of Rio de Janeiro, Porto Alegre, Belo Horizonte, Recife, São Paulo, Belém, Fortaleza, Salvador, Curitiba, and also Brasília and Goiânia. The methodology is the same as the one used for IPCA; the difference lies in the period of price collection and in the geographic coverage.
