IBGE launches historic proposal for governance during National Conference in Bahia

The Brazilian Institute of Geography and Statistics (IBGE) is prepaing fora landmark in its history: the presentation of a proposal for the General Plan for Statistical and Geographic Information (PGIEG) 2026–2030, during the National Conference of Data Producers and Users (CONFEST/CONFEGE), which will be held from December 3-5, in Salvador (BA), at the SENAI Cimatec and SESI facilities, with support from FIEB and the state government of Bahia.
This is the first time the conference, organized by the IBGE since 1968, will take place out of Rio de Janeiro, as part of the strategy of decentering and regional inclusion in a moment when Brazil and the world face deep transformations based on innovation. In in the Industrial Era the motor vechile chain was the structuring axis, in the Digital Era, data production and governance are the vectors of social and economic development with a potential to reduce inequalities and generate opportunities, especially for youth.
The General Plan for Statistical and Geographic Information (PGIEG) 2026–2030 establishes essential geographical and statistical information for social and environmental planning, as well as for data security and sovereignty in Brazil. It was established by Decree No. 161, of February 13, 1967, which also created the Brazilian Institute of Geography and Statistics (IBGE). In the Digital Era, PGIEG guides actions that will be executed by the IBGE over a period of five years, with aligned priorities, quality standards and innovation guidelines.
Since then, the PGIEG has been mentioned in several pieces of legislation, especially those dealing with the statutes and competencies of the IBGE. At different times, it has been reaffirmed that the information foreseen in the PGIEG is the institutional responsibility of the IBGE, which may, to guarantee its accuracy, continuity, and regularity, assume responsibility for the production of information whose technical coordination is one of its duties.
According to the president of the IBGE, Marcio Pochmann, “the PGIEG in 2026–2030 is crucial for the country because it guides, in an integrated and long-term manner, the production of data essential to planning, public and private investments, and social and territorial policies. By defining priorities, methodologies, quality standards, data governance, and innovation strategies—including advances in geotechnologies, data protection, interoperability, and international partnerships—the plan ensures that Brazil has reliable, timely, and comparable information in the Digital Age.”
According to Luis Vitagliano, advisor to the president of the IBGE, “the PGIEG is a plan that goes beyond the Institute; it is a proposal to guide and rationalize official Brazilian statistics and geography. It allows for the coordination of a series of initiatives that examine Brazil carefully. Delivering the PGIEG to society can be a decisive contribution from IBGE.”
The conference also marks the consolidation of SINGED (National System of Geography, Statistics and Data), in partnership with Serpro, through the National Program for Statistical and Geoscientific Intelligence and Governance, which proposes an innovative approach to anticipating future scenarios and formulating predictive public policies.
