IBGE launches 2024 Work Plan at Guarulhos Branch (SP)

The IBGE Branch in Guarulhos (SP) hosted 25 officers who work in different areas at the IBGE. Guarulhos, the municipality with the second largest population in the state of São Paulo, was selected for the unprecedented release of the 2024 Work Plan, held last Monday (22). From the President to the Surveying and Mapping Agent, the event denoted the collective execution of the Plan, and will turn into actions released through a Notice. The event was broadcast for more than 1,200 persons on the IBGE portal and on the IBGE YouTube channel, as well as through the Webex platform.

The roundtable comprised Marcio Pochmann, President of the IBGE, Francisco Barcia, State Superintendent in São Paulo, Paulo Almeida, head of the Guarulhos Branch, and Daniel Castro, General-Coordinator of the Center for Information Documentation and Dissemination, who introduced the speakers.

In the opening session, President Marcio Pochmann thanked the presence of the audience and highlighted the importance of having this event in a branch, a place where officers are in the frontline of the IBGE´s surveys: “this Work Plan is the result of an intense effort of officers who cooperated to the Dialogs for the Future publication, a full set of valuable information that will guide the IBGE actions this year.”

Flávia Vinhaes, IBGE´s Executive Director, then talked about how unprecedented was the new IBGE planning, and mentioned points and actions to be implemented along the year, like the improvement in the physical structure of superintendencies to provide good work condition for officers. “The Executive Directorate will be permanently talking with all the directorates along this year.”

Miriam Barbuda, Deputy Director of Geosciences, reported the maintenance of the Brazilian Network for Continuous Monitoring (RBMC) and the Geodetic Permanent Tide Gauge Network in 2024, as well as the implementation of the IBGE´s Program of Integrated Production of Geospatial Data, aiming at providing the society with up-to-date data for building maps in Brazil and monitoring land use and cover, among other themes.

Elizabeth Hypolito, Director of Surveys, stated that the 2024 plan for the Directorate of Surveys brings regular projects from 12 coordinations and partnerships with other ministries and offices, as well as new projects, like testing to count homeless people, preparatory phases for the Census of Agriculture and the redesign of existing surveys.

Marcos Mazoni, Director of Information Technology, stated that the focus of the Directorate of Information Technology (DTI) will be the construction of their own cloud based on free software, investments in new technologies and a metaverse project to provide information to the society and also help branches and superintendencies in their daily demands.

Paulo Jannuzzi, General-Coordinator of the National School of Statistical Sciences (ENCE), mentioned the improvement of the graduation and post-graduation courses, as well as the challenge to implement affirmative actions through SISU for admission in its courses. In addition, he reinforced the importance to strengthen the training area through tracks based on data science, Big Data and Artificial Intelligence.

Daniel Castro, CDDI´s General Coordinator, highlighted the integration of the communication area, which follows the IBGE´s policy, highlighting the Digital IBGE, a tool used to broadcast the event. “This event is an example of the new IBGE integration, in which its areas use tools like the IBGE Agenda, eIBGE and the IBGE Digital, which are channels that will structure the demands and the dissemination of the IBGE´s surveys and publications,” stated Castro.

In the end, Pochmann highlighted the importance of the horizontal dialogs, without following the IBGE´s hierarchy, aiming at proposing a reflection about the future, building the guidelines that will guide the IBGE up to 2026, the IBGE´s 90th anniversary. “After these initial conversations, it was possible to produce the sectoral dialogs with directors and managers, which allowed to produce the public document Dialogs for the Future, our guide for this year. They were followed by the inter-sectoral dialogs in order to fulfill the execution of the Plan,” stated Pochmann. In the end of his speech, Pochmann read the Notice with ten new guiding and structuring actions for the year of 2024.

The importance of the branches in the IBGE´s frontline

The launching of the Work Plan in a branch was not by chance: for the IBGE, branches are in the frontline of all IBGE´s works and surveys.

For Adilson Júnior, Supervisor of Data Collection and Qaulity of Guarulhos Branch, the work in the branch provides a deep knowledge of the IBGE´s actions. “Working in an IBGE branch is working in the edge of the process: being in contact with informants, deeply knowing the surveys, how companies provide data, how questionnaires work. The launching of the Work Plan in my branch provides the Board with a closer contact with us.”

Ivani Andrade, Mapping and Surveying Agent, who also works in this branch, highlighted the importance of bringing the president to know local officers. “It was cool to bring those who are at the top (Presidency) closer to officers; it increases the communication between the two parts. I hope that this dialog continues along 2024.”

“The launching of the Work Plan is highly important, not only for the status it provides to the Branch, but also to demonstrate that the entire IBGE network is relevant to carry out IBGE´s works. The final result of the work and of the surveys depends on multiple efforts from all the levels of the IBGE. That is why I believe that the event in a branch values a lot our work,” stated Paulo Almeida, head of the Guarulhos Branch.
