IPCA-15 was 0.32% in November

The Extended National Consumer Price Index 15 (IPCA-15) was 0.32% in November and stood 0.02 percentage points (p.p.) below October's rate (0.34%). The cumulative index in the year is at 2.58%, below the 6.38% rate in the same period in 2016. It is the lowest cumulative index for a November since 1998 (1.52%). Considering the last twelve months, the index was at 2.77%, above the 2.71% recorded over the 12 months prior to that period.

Electricity, from the group Housing (1.33%) was the item with the greatest individual impact on November's index. With a change of 4.42% and 0.16 p.p. of impact, the light bills accounted for half of the IPCA-15 of November. The new value of the second-level red flag was on force on November 1st and added R$5.00 to each 100kwh consumed. The item was between the 1.12% registered in the Metropolitan Area of Fortaleza and the 21.21% of Goiânia.

In Goiânia, there was an average increase of 15.70% in the value of the tariffs starting on October 22. It is worth highlighting, yet, the average increases of 6.84% in Brasília, where it was also in force since October 22, and of 22.59% in one of the surveyed enterprises in the Metropolitan Area of São Paulo, since October 23.

Also in the group Housing, the price of bottled gas increased 3.30%, with an impact of 0.04 p.p. By regions, the changes oscillated between 0.14% in the Metropolitan Area of Rio de Janeiro and 9.44% in the Metropolitan Area of Recife. On November 05, Petrobras increased the prices of the 13kg-bottled gas in the refineries at 4.5%, on average.

The water and sewage fee (0.30%), also in the group Housing reflected the increased of 7.89% in São Paulo, beginning on November 10, and of 4.33% in Fortaleza, in force since September 23.

The group Transportation (0.27%) was influenced by gasoline (change of 1.53% and 0.06 p.p. of impact) and by ethanol (2.78% and 0.03 p.p.). In intercity bus (0.45%), the highlight is the 7.40% change in the Metropolitan Area of Porto Alegre, due to the average increase of 7.76%, in force since October 16. On the other hand, airfares dropped 10.10% and had -0.04 p.p. of impact, after a high of 7.35% in October. In the other groups of products and services surveyed the highlights are Household articles (-0.35%), due to the price drops of Household appliances (-1.19%).

The group Food and beverages had a decrease of 0.25%. Belo Horizonte (0.33%), Rio de Janeiro (0.02%) and Brasília (0.01%) stood out, with positive changes from one month to the other. The other areas stood between the -0.87% of the Metropolitan Area of Salvador and the -0.19% of the Metropolitan Areas of São Paulo and Porto Alegre.

The prices of food for household consumption fell, on average, 0.45%, with a highlight to: carioca beans (-7.03%), refined sugar (-4.52%), cassava flour (-4.25%), crystallized sugar (-3.81%) and eggs (-3.69%). Among the highs, potatoes (19.59%), carrots  (13.39%) and meat (0.22%) were the highlights. Conversely, food away from home increased, on average, 0.10%. The regional changes oscillated between the drop of 1.05% in the Metropolitan Area of Curitiba and the high of 2.26% in the Metropolitan Area of Belém.

In the indexes by areas, Goiânia stood with the highest result (1.62%), leveraged by the increase in electricity, which was of 21.21% in the municipality. The two drops were in Salvador (-0.03%) and in Fortaleza (-0.05%), where, besides  fruits (-6.91%),  gasoline (-1,33%) stood out.

In order to estimate IPCA-15, the prices collected from October 12 to November 13 (reference) were compared with the prices in force from September 14 to October 11, 2017 (base). The indicator refers to families with monthly income of 1 to 40 minimum wages and it encompasses the Metropolitan Areas of Rio de Janeiro, Porto Alegre, Belo Horizonte, Recife, São Paulo, Belém, Fortaleza, Salvador, Curitiba, and also Brasília and Goiânia. The methodology is the same as the one used for IPCA; the difference lies in the period of price collection and in the geographic coverage.
