Partnership between IBGE, CFC and enterprises begins to pay off

Based on a Technical Cooperation Agreement signed with the Federal Council of Accounting (CFC), the IBGE implemented the “Quick Fill-in” project this year, aiming at automating the filling of the questionnaires of the Structural Surveys in Enterprises. The project has been providing a number of benefits, since that the automation reduces the workload of accounting professionals and informant enterprises, allows higher response rates and, thus, can improve the quality of the information produced.

A number of joint actions to disseminate the project are being implemented, involving the IBGE, the CFC and software developers with a high impact on the media, social media and websites in the accounting area. According to Raquel Rabello, an IBGE analyst and manager of the project, some leading accounting software already introduced the new tool in their systems, allowing a significant increase in the number of questionnaires collected through file import.

“The tool currently helps to fill the information relative to the Annual Survey of Industry (PIA Empresa), Annual Survey of Construction Industry (PAIC), Annual Survey of Trade (PAC) and
Annual Survey of Services (PAS). We plan to extend it to PIA Product soon, as it has some particular characteristics,” highlighted Rabello.

As of the end of June, with three months of data collection, it is already possible to notice the advances in the production of the structural statistics. “The number of questionnaires imported this year by informants nearly quadrupled (5,627) in relation to the number collected last year (1,458),” informed Jurandir Oliveira, IBGE´s manager of Planning and Production.

For Alessandro Pinheiro, IBGE´s coordinator of Thematic and Structural Statistics in Enterprises, the project still has a potential outreach, since the sample of the structural surveys comprises nearly 300 thousand enterprises and it is partially renewed at each year.

“We have received an excellent feedback of the informant enterprises and their respective accounting offices. Some accountants reported that they took days to fill a questionnaire before the automation and, after this process, they take 10 minutes. Yet, it is even important that informant enterprises and accountants demand their software providers the development of the automation tool.”

Software enterprises, leaders in their market, have informed the IBGE that the automation is being implemented. “One of them mentioned that it organized a webinar with IBGE informant accountants and enterprises, which is available on the Internet, explaining the complete procedure of filling the questionnaires automatically, completed Rabello.

The improvement in the quality of the statistics produced by structural surveys is key, as its use is extensively disseminated by Ministries, governmental bodies from all the spheres, enterprises, class associations and universities, among other entities. In addition, these data feed the System of National Accounts, contributing to the construction of the so-called macroeconomic aggregates, like the GDP.
