IPCA-15 stays at 0.64% in July

The Extended National Consumer Price Index 15 - IPCA-15 changed 0.64% in July, registering a reduction of 0.47 percentage points (p.p.) in relation to the June rate (1.11%). It was the highest rate for June since 2004 (0.93%). The cumulative change in the year stayed at 3.00%. The cumulative index over the last 12 months accelerated to 4.53%, above the rate of 3.68% recorded in the immediately previous 12 months. The rate was -0.18% in July 2017.

In spite of the deceleration between June and July, Food and beverages (0.61%) and Transportation (0.79%), coupled with the acceleration of the group of Housing (1.99%), were the major impacts on the IPCA, contributing with 0.61 p.p., or 95% of the index.

Having risen 1.57% in June, the group of food products registered a rate of 0.61% in July. The deceleration was due to the realignment of the average prices of food items, which had risen in June as a result of the truckers´ strike in the end of May. The are some items among those with the major negative changes in July: potatoes (-24.80%), tomatoes (-23.57%), onion (-21.37%), green vegetables (-7.63%) and fruits (-5.24%).

On the other hand, other food items remain rising, like long-life milk (18.30%),  whole chicken (6.69%),  chicken pieces (4.11%),  rice (3.15%),  French bread (2.58%) and meat (1.10%).

Food away from home (0.38%), on its turn, recorded a slight acceleration in the prices against the level of 0.29% reported in June.

After rising 5.94% in June, the group of Transportation posted a rise of 0.79%, in which fuels fell 0.57%, due to the reduction in the average prices of diesel fuel (-6.29%), ethanol (-0.78%) and gasoline (-0.37%).

Still in Transportation, the item airfare stood out, having changed 45.05% and impacted 0.12 p.p. Other highlights were: interstate bus (4.60%), due to the average adjustment of 10.14% in the fare as of July 2; urban bus (1.42%), due to the adjustment of 9.72% in the fare in Rio de Janeiro (7.50%), as of June 21; and intercity bus (1.07%), due to the average adjustments of 8.94% on June 17 and of 4.50% on June 18 in the metropolitan areas of Porto Alegre (9.40%) and São Paulo (1.12%), respectively.

In the item toll (0.46%), adjustments granted in a number of places in São Paulo (0.67%) as of July 1 were included, which varied between 2.34% and 3.37%. One of the toll stations in Rio de Janeiro (0.41%) was also adjusted by 4.88% as of June 5.

The group of Housing accelerated in relation to June, registering the highest change among the groups (1.99%) and also the biggest impact (0.31 p.p.), accounting for nearly half of the IPCA-15 in July. Electricity (6.77%) stood out as the biggest individual impact

Still in the group of Housing, the item bottled gas increased 1.36%, varying from -1.38% in the metropolitan area of Belém and 5.93% in the metropolitan area of Salvador. On July 5, Petrobras authorized an adjustment of 4.38% for the 13-kg cylinder in the refineries. On the other hand, the item piped gas (1.24%) reflected the adjustment of 3.35% in the fares in São Paulo (3.19%) as of May 31.

The rise in the item water and sewage fees (1.27%), also in the group of Housing, was due to the following adjustments:

  • Porto Alegre (0.45%) - adjustment of 2.15% as of July 1
  • Goiânia (1.42%) – adjustment of 3.37% as of July 1
  • Salvador (3.70%) – adjustment of 4.09% as of June 12
  • São Paulo (2.86%) – adjustment of 3.50% as of June 9
  • Curitiba (0.17%) – adjustment of 5.12% as of May 17.

The other groups of products and services varied between -0.14% (Wearing apparel) and 0.36% (Household articles).

All the 11 areas surveyed recorded a deceleration from one month to the other, yet only the metropolitan area of Curitiba (1.01%) posted an index above 1.00%, as a result of the adjustment of 15.06% in the electricity fare (12.10%) as of June 24. The lowest figure was registered in the metropolitan area of Belém (0.07%), as a result of the drop in the average price of the item tomatoes (-22.95%).

In order to estimate the IPCA-15, the prices collected from June 14 to July 12, 2018 (reference) were compared with the ones in force from May 16 to June 13, 2018 (base).  The indicator refers to families with monthly income of 1 to 40 minimum wages and it encompasses the metropolitan areas of Rio de Janeiro, Porto Alegre, Belo Horizonte, Recife, São Paulo, Belém, Fortaleza, Salvador, Curitiba, as well as Brasília and Goiânia. The methodology is the same as the one used for the IPCA; the difference lies in the period of price collection and in the geographic coverage.
