In September, IPCA-15 stays at 0.23% and IPCA-E at 1.22%

The Extended National Consumer Price Index 15 (IPCA-15) changed 0.23% in September and stayed 0.22 percentage points (p.p.) below August's rate (0.45%). This was the lowest index for September since 2009 (0.19%). The IPCA-E (IPCA-15 accumulated in the months of July, August and September) was 1.22%. In September of 2015, IPCA-E had been 1.42%. The cumulative index in the year is at 5.90%, well below the 7.78% recorded in the same period of 2015. Considering the last 12 months, the index stood at 8.78%, below the 8.95% recorded over the 12 months prior to that period. In September of 2015, IPCA-15 had been 0.39%.

The group Food and Beverages was the major responsible for the deceleration of the IPCA-15 of the month, going from the high of 0.78% in August to a drop (-0.01%) in September, as shown in the following table.

In regional terms, food products recorded changes between -0.70% and 1.13%, while in August those changes stood between 0.32% and 1.31%. In five of the 11 places surveyed there was reduction in food prices: Goiânia (-0.70%), Salvador (-0.65%), Belém (-0.25%), Belo Horizonte (-0.25%) and Brasília (-0.05%).

Among the food products which registered decrease and contributed to withhold the rate, the highlights were: potatoes (-14.49%), onions (-12.30%), carioca beans (-6.05%), leafy vegetables (-6.03%) and long-life milk (-4.14%).

As to food products on the rise, the highlight was fruits (4.01%), which exerted the sharpest impact on the index of the month (0.04 p.p.).

The group Transportation (-0.10%) also fell in the month, mostly due to airfares (-2.31%), gasoline (-0.75%), car repair (-0.59%) and used cars (-0.55%).

Cigarettes, in the group of Personal expenses (0.60%), also contributed to withhold the rate of the month, for it fell (-1.55%) due to the price reduction in some brands in nine of the 11 areas surveyed. The two exceptions were Brasília and Goiânia.

Housing (-0.02% in August to 0,48% in September) and wearing apparel (-0.13% to 0.49%) were the two groups with increase in the rate from one month to the other. In the group Housing, the highlights were bottled gas (1.35%) and condominium fees (0.90%). Conversely, in wearing apparel, men’s wearing apparel (0.86%) and footwear (0.56%) stood out.

The highest regional index occurred in the Metropolitan Area of Fortaleza (0.56%), where the prices of food at home increased 1.65%. The lowest in index was in Salvador (-0.18%), due to the drops in food products (-0.65%), gasoline (-7.96%) and ethanol (-3.08).

In order to estimate IPCA-15, the prices collected from August 13 to September 14 (reference) were compared with the ones in force from July 14 to August 12 (base). The indicator refers to families with monthly income of 1 to 40 minimum wages and it encompasses the Metropolitan Areas of Rio de Janeiro, Porto Alegre, Belo Horizonte, Recife, São Paulo, Belém, Fortaleza, Salvador, Curitiba, and also Brasília and Goiânia. The methodology is the same as the one used for IPCA; the difference lies in the period of price collection and in the geographic coverage.
